Key expert 1: Team Leader (430 working days)

Qualifications and skills:

Minimum requirements

     - University degree (where a university degree has been awarded on completion of 4 years study in a university) or 15 years of
       professional experience in the fields in Political Sciences, Economics, Public Administration, EU Enlargement, International Development
       Studies or associated fields equivalent, including years and experience as described under General professional experience
     - Fluency in English, both written and spoken.

Desired requirement

     - MA would be considered an advantage;
     - Excellent managerial, administrative and analytical skills
     - Knowledge of Montenegrin/Serbian/Croatian/Bosnian will be considered as advantage.

General Experience:

Minimum requirements

     - At least eight (8) years of experience working with local/regional/central government administrations, decentralized public institutions or
       associations of decentralized institutions.
     - At least five (5) years of experience as a consultant in projects at least than 2 foreign countries (developing countries, accession
       countries)

Key expert 2: Project Development and Management Expert (300 man days)

Qualifications and skills:

Minimum requirements

     - University degree (where a university degree has been awarded on completion of four years study in a university) in the fields of
       Economics, Social Science, International Development Studies, Public Administration or 9 years of professional experience including
       years and experience as described under General professional experience
     - Fluency in English both written and spoken.

Desired requirement

     - Fluency in Montenegrin/Serbian/ Croatian/Bosnian both written and spoken.

General Experience:

Minimum requirements

     - A minimum of seven (7) years working experience with central/regional/local government administration or public institutions,
      decentralized institutions, associations of decentralized institutions.
