Description:
The purpose of the project is to strengthen institutional capacities of the Ministry of Economy's Energy Department and the Energy Agency, for
developing, monitoring and evaluating the energy sector reforms necessary for alignment with the Energy Acquis and other relevant EU
obligations.
Requirements:
- Minimum university/bachelor degree in engineering, economics, human resource development or management. A master degree in the
field would be considered an advantage;
- Fluency in oral and written English;
- Computer literacy.
Key expert 1/Team Leader: Management and organisational development Expert:
- Minimum 7 years of overall experience in management and/or organizational development.
- At least 5 years expertise in organisational management, institutional design, strategic planning, human resources management, business
re-engineering, and/or change management practices with a public sector institution in the EU or accession country;
- Experience in the Energy sector will be considered an advantage;
- Experience as Team leader in at least one EU funded project will be considered an advantage.
Key expert 2: Legal Expert
- Minimum 7 years of professional experience in legal matters/counselling.
- At least 3 years experience in development, implementation and/or review of energy legislation;
- Experience with energy sector regulatory framework would be considered an advantage;
- Experience in transition economies would be considered an advantage.
Key Expert 3: Energy Market Expert
- Minimum 7 years of professional experience in the energy sector.
- At least 3 years experience working on EU member state energy market development, implementation of policy papers and/or strategy
implementation;
- Experience in the area of energy efficiency and renewable energy sources would be considered an advantage;
- Experience with electricity and gas markets design and market rules in SEEC would be considered an advantage.
Duration of the assignment:
- 24 months.
