Background:                                                                                       Max. Grant Amount: EUR 700.000

The Delegation of the European Union to Montenegro is seeking projects proposals for supporting inter-municipal cooperation projects in Montenegro, with financial assistance from the IPA 2011 national programmes component1. This Inter-Municipal Development Grant Programme under the EU funded support to local self government reform aims at supporting project proposals:
- To improve the capacity of local governments and their associations(s) to facilitate local socio- economic development through enhanced   inter-municipal cooperation;
- To promote, establish and/or develop rational and efficient inter-municipal cooperation initiatives, institutions or organisation through the   participation of local communities and other stakeholders (government, ministries, the Association of Municipalities of Montenegro),       in order to improve the delivery public services and/or infrastructures in various sectors. Such inter-municipal cooperation initiatives shall   be based on principles prescribed in the strategy for inter-municipal cooperatio(common interest, equity, proportionality; good governance;   clear division of responsibilities, a legal basis for cooperation).


Eligibility

Eligibility of applicants:
   - Legal persons or an entity without legal personality and be non profit making and be specific types of organisations which belong to one
     of the following types of organisation or institution:
   - To be local self-government units or public sector operators owned by a local self-government units
   - Inter-municipal organisations or units established by the aforementioned local self-government units
   - national associations of local self-government units.
   - To be nationals of Montenegro and be directly responsible for the preparation and management of the action with their partners, not
     acting as an intermediary and have officially appointed a project manager in charge of the implementation of the action
   - Participation is also open as partner only and under certain conditions to nongovernmental organisations (NGOs) established in 
     Montenegro or inter-municipal organisations established in a Member State of the European Union or a Pre-candidate and Candidate
     country

Size of grants:

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:

    - minimum amount: EUR 1500,000
    - maximum amount: EUR 700,000
