Background:
UNDP and the Ministry of Environment and Physical Planning (MoEPP) are implementing the project “Third National Communication to UNFCCC”. The main aim of the project is to strengthen the information base, analytical and institutional capacity of the key national institutions to integrate climate change priorities into country development strategies and relevant sector programs by providing financial and technical support to prepare its Third National Communication (TNC) to the United Nations Framework Convention on Climate Change (UNFCCC).
Duties and Responsibilities:
-analyze the current status in the agriculture sector in the country in terms of the existing planning documents, studies, project reports,
statistical documents, and summarize findings in a form of draft national circumstances section of the Third National Communication for the
agricultural sector.
-review the institutional and legal setup for collection, processing, management and dissemination of relevant data and provide specific
recommendations for improvement
-review available methodologies, tools and indicators for assessment of climate change vulnerability of the agriculture sector and propose
the most suitable one having in mind the country context;
-prepare vulnerability assessment of climate change impact on agriculture sector, as part of the Third National Communication on Climate
Change, assessing the potential impacts of climate change on the agriculture in the country in close relation with available water resources
for irrigation, specifically highlighting the South-Eastern region, covering the following aspects to the extent possible
-taking into consideration climate change impact on food security, analyze national capacities of the agricultural sector to produce enough
food of certain quality in order to meet the food demand in the country and the correlation with the country’s export/import balance for food
i.e. food security
-assess the opportunities for the impact of organic-agriculture and agroecology to improving resilience, productivity and income generation
for the rural population;
-identify possibilities for performing cross-cutting analyses in the country and establishment of correlation between land degradation and
forestry in close cooperation with other national consultants
-prepare a draft national action plan that will specify short and mid-term priority measures in the agriculture sector.
-present the results at a thematic workshop with participation of the relevant stakeholders.
Competencies:
• Fluency in English and Macedonian, with excellent writing skills.
• Excellent analytical, communications and facilitation skills
Required Skills and Experience:
-Master degree in the thematic areas relevant to the assignment (e.g. agriculture, natural sciences); Advanced degree shall be a strong asset
-minimum 10 years of professional experience in the area relevant to agriculture and/or climate change;
-at least 3 (three) similar assignments in nature and scope (research and/or studies taking into consideration agriculture in correlation with
climate variability and change),
-knowledge of software tools for modeling related to agriculture shall be considered as an asset
-experience related with land use change/ land degradation shall be considered as an asset
-previous experience related to participation in previous national communications shall be considered as an asset
Professional Experience (Specialized Knowledge):
-knowledge of the national agriculture and environmental policies;
-experience in drafting reports and in providing technical advisory services for the implementation of similar projects;
