Background:
Global climate change impacts differently each of the environmental components. Biological diversity as the most dynamic environmental segment is constantly exposed to the climate change impact and it reacts according to its own adaptation capacity. The direction of adaptations, migrations and successions of different biodiversity components at a certain area or region depends on many factors.
UNDP and the Ministry of Environment and Physical Planning (MoEPP) are implementing the project “Third National Communication to UNFCCC” (TNC). The main aim of the project is to strengthen the information base, analytical and institutional capacity of the key national institutions to integrate climate change priorities into country development strategies and relevant sector programs by providing financial and technical support to prepare its Third National Communication (TNC) to the United Nations Framework Convention on Climate Change (UNFCCC).
Duties and Responsibilities:
-analyze the current status in the biodiversity sector in the country in terms of the existing planning documents, studies, project reports,
statistical documents, and summarize findings in a form of draft national circumstances section of the TNC for the biodiversity sector in the
country
-review the institutional and legal setup for collection, processing, management and dissemination of relevant data and provide specific
recommendations on improvement
-review available methodologies, tools and indicators for assessment of climate change vulnerability of the biodiversity sector and propose
the most suitable one having in mind the country context;
-prepare vulnerability assessment of climate change impact on biodiversity sector, as part of the Third National Report on climate change
assessing the potential impacts of climate change on the biodiversity of the country, specifically highlighting critical areas for conservation,
covering the following aspects to the extent possible:
-prepare a draft national action plan that will specify short and mid-term priority measures in the sector;
-present the results at a thematic workshop with participation of the relevant stakeholders.
Competencies:
-fluency in English and Macedonian, with excellent writing skills.
-excellent analytical, communications and facilitation skills
Required Skills and Experience:
-Master degree in the thematic areas relevant to the assignment (e.g. Biodiversity, Forestry, Nature sciences, Environmental sciences);
Advanced degree shall be a strong asset
-minimum 10 years of professional experience in the area relevant to biodiversity and/or climate change/species distribution, ecosystems,
spatial-temporal modeling;
-at least 3 (three) similar assignments in nature and scope (research and/or studies taking into consideration climate change, species
distribution, ecosystems, spatio-temporal modeling, biodiversity assessments),
-knowledge of software tools for spatial-temporal modeling, population dynamics, predator-prey relations, GIS mapping and analysis shall
be considered as an asset
-previous experience related to participation in previous national communications shall be considered as an asset
Professional Experience (Specialized Knowledge):
-knowledge of the national environmental and biodiversity policies;
-experience in drafting reports and in providing technical advisory services for the implementation of similar projects;
