UNDP/ NATIONAL CONSULTANT FOR PERFORMANCE OF OUTCOME EVALUATION - EXTENDED DEADLINE

Background

Unemployment has proved to be a long-term problem for Macedonia. Key partners in the implementation of the existing UNDP Employment Programme (EP) are the Ministry of Labour and Social Policy (MLSP), Employment Service Agency (ESA), Agency for Promotion of Entrepreneurship (APE), Ministry of Education and Science (MES), Centre for Vocational Education and Training (VET Centre) and Adult Educational Centre (AEC).  

The objectives of the assignment are:
    
     - to collect data relevant to the International Evaluator as a support to his work;
     - analyzing background strategic documents and other documents of relevance to the outcome evaluation;
     - provision of information in regard to the national socio- economic context, national policies related to the employment;
     - provision of analytical data related to the relations among national institutions, partners in the implementation of the Employment
       Programme;
     - analyzing findings from the fieldwork (including focus groups) .

Requirements


     - BA in Economics or related disciplines (business and related fields). MA will be considered as a strong asset. (10 % of the evaluation
       points)
     - Strong understanding of and experience in financial and economic parameters relevant for the country; ability to conceptualize
       analytical frameworks based on available information and recourses and ability to identify and address issues in a systematic manner
       especially in the areas of labour market analysis. (30 % of the evaluation points)
     - Experiences in statistics in the areas of employment policy, interpretation of data to diagnose the situation, and cross-tabulation analysis;
     - Expected experience in the area of statistics is minimum 5 years. (30 % of the evaluation points)
     - Demonstrate ability and willingness to work as a member of a team, with people of different cultural, ethnical and religious background,
       different gender, and diverse political views. (15 % of the evaluation points)
     - Strong communication and organizational skills as well as team work capacities. (15 % of the evaluation points)
     - Excellent computer skills, ability to use information technology as a tool and resource

Responsibility

     - To provide baseline data since 2008 onward, including project data, and national statistical data;
     - To provide information stated in relevant documents on country priorities and needs regarding employment policy, as well as existing
       project's evaluation reports;
     - To prepare cross-tabulation of data existing in UNDP projects’ database on Active Labour Market Measures, as per the needs defined by
       the International Evaluator, to be used for determining the sustainability, cost-effectiveness and benefits of the measures, while focusing
       on vulnerable groups, (women, youth and long term unemployed);
     - To structure existing data/documents/methodologies gained during the implementation of ALMMs through UNDP projects, as per request
       of the International Evaluator, focusing on data relevant for analyzing relevance, sustainability and effectiveness of the existing
       measures,
     - To cooperate closely with national partners, as part of the support team, in order to enable provision of data from the Governmental
       sources (Agency for Promotion of Entrepreneurship, Central Register office, State Statistical Office etc.) and to ensure accurate
       provision of data needed for the execution of the evaluation
     - To assist the International Evaluator in organizing the survey with programme participants (alongside with a focus group(s) of external
       partners or successful / unsuccessful applicants), local authorities and other relevant stakeholders involved in the project.
