UN WOMEN - NATIONAL CONSULTANT TO PROVIDE EXPERTISE IN MAINSTREAMING GENDER IN UN DEVELOPMENT ASSISTANCE MONITORING AND EVALUATION FRAMEWORK

Responsibilities:

   - Carry out desk review of UNDAF documents, including Monitoring & Evaluation matrices in social
     inclusion and governance pillar and provide initial feedback on possible entry points for
     mainstreaming gender in existing indicators or suggest additional ones.
   - Hold initial consultations with members of UN Human Rights and Gender Theme Group and UN
     Agencies on respective UNDAF Outcomes and Outputs
   - Assess the availability of sex-disaggregated data to support the measurement of existing indicators
     and the newly suggested ones. Organize meetings with relevant stakeholders (e.g. State Statistical
     office, Gender Equality Mechanism etc.), where needed, to assess the availability of data.
   - Define baselines for the amended and newly suggested indicators and methods for data collection.
   - Participate jointly with UN Women team representative and provide inputs and technical support
     through UNCT workshop dedicated to UNDAF mid-term review process (in country in January 2013)
   - Prepare Assessment report of Mid-term review process (incl. desk-review of additional
     documentation) and recommendations (included in annex) for engendered indicators against specific
     UNDAF Outcomes and Outputs with available sex-disaggregated data for indicators in place or
     alternative indicators from available resources.
 
Requirements:

   - Master’s degree in Gender equality, international development, social sciences or human rights or
     related areas
   - A minimum 5 years of professional experience in areas related to programming, programme
     management, monitoring & evaluations with preferably focus on social inclusion or human rights or
     gender mainstreaming, gender quality or women’s empowerment thematic areas
   - Experience in providing technical support in gender mainstreaming, with focus on Monitoring and
     Evaluation or gender indictors and engendering strategic and planning documents preferably with
     focus on UN development and/or national strategic documents
   - Knowledge of sex-disaggregated statistics and of development of gender responsive indicators in
     monitoring and evaluation frameworks for development assistance
   - Experience in working with multi-stakeholders including governments, UN/ multilateral / bilateral
     institutions or organizations, CSOs etc.
   - Facilitation and communication skills and ability to manage diversity of views in different contexts
     towards arriving to consensual win-win solutions.
   - Ability to produce quality written reports demonstrating analytical and synthesis skills and ability to
     focus on feasible solutions to relevant contexts
   - Fluent in written and spoken English, including producing written report in English
