Background

UNDP within the project Strengthening of DOTS Strategy and Improving National Tuberculosis Programme, Including Multidrug Resistant and Infection Control, in Bosnia and Herzegovina is seeking to recruit a consultant to develop Good Microbiological Laboratory Practice (GMLP) Guidance and training material to be used within National Tuberculosis Programmes. Development of GMLP Guidance and training material is aimed at acquiring knowledge and developing proficiency in containing any uncontrolled spread of mycobacterium in order to prevent contamination of examined material, protect laboratory staff from infection, and prevention of the spread of microorganisms in the environment. GMLP Guidance material should be developed on the basis of best practices recommended by relevant WHO documents and should incorporate GMLP principles and relevant requirements, including facility organisation and personnel, equipment and reagents, standard operating procedures and documentation, quality assurance, microbiological safety and risk management and all other relevant topics. Training material should consist of a training plan with dynamics of initial and follow up trainings, target audience, training curriculum, training material, evaluation methodology to measure short term and long term training results. Developed GMLP Guidance material will be incorporated into National Tuberculosis Plans (NTPs) of the Federation of Bosnia and Herzegovina and Republika Srpska.

Required Skills and Experience

 
     - Advanced degree in Medicine, Specialist of Microbiology
     - At least 10 years of experience in microbiology, and proven expertise in mycobacteriology;
     - Proven experience in Tuberculoses or health related topics in BiH;
     - Proven analytical and training skills;
     - Proven knowledge of Andragogy principles, methods and skills;
     - Participation to the trainings in GMLP and Infection Control topics would be considered as an additional asset;
     - Previous experience working in BiH health sector and knowledge of national health system structure.
     - Proficiency in local and English language.

Duties and responsibilities

     - Develop a work plan incorporating approach to be used to accomplish the task followed by a consensus of all relevant stakeholders;
     - Develop a draft version of GMLP Guidance material. Comments and suggestions obtained from National Tuberculosis Programmes of
       RS and FBiH, Federal Ministry of Health and Ministry of Health and Social Welfare of Republika Srpska, NRLs and stakeholders
       involved in comprehensive TB control;
     - Develop the final version of GMLP Guidance material and communicate to National Tuberculosis Programmes of RS and FBiH, Federal
       Ministry of Health and Ministry of Health and Social Welfare of Republika Srpska, NRLs and stakeholders involved in comprehensive TB
       control;
     - Develop a draft version of GMLP training material . Comments and suggestions obtained from National Tuberculosis Programmes of RS
       and FBiH, Federal Ministry of Health and Ministry of Health and Social Welfare of Republika Srpska, NRLs and stakeholders involved in
       comprehensive TB control;
     - Develop the final version of GMLP training material and communicate it to the National Tuberculosis Programmes of RS and FBiH,
       Federal Ministry of Health and Ministry of Health and Social Welfare of Republika Srpska, NRLs and stakeholders involved in
       comprehensive TB control.
