Background

Unemployment has proven to be a long-term problem for Macedonia. Even though the substantial informal sector in Macedonia also contributes to an overestimation of the actual unemployment, unprecedentedly high unemployment remains an important concern, in particular among young people and the less educated. The comparison between the educational attainment and employment status shows that workers without, or with only basic, education account for a disproportionally large share of unemployment.
The Government prioritizes tackling the problem of unemployment. In response to such an unfavorable situation, the Government has undertaken actions over the past years to reduce unemployment through the design and implementation of comprehensive employment programmes, including active labour market measures (ALMMs).
Key partners in the implementation of the existing UNDP Employment Programme (EP) are the Ministry of Labour and Social Policy (MLSP), Employment Service Agency (ESA), Agency for Promotion of Entrepreneurship (APE), Ministry of Education and Science (MES), Centre for Vocational Education and Training (VET Centre) and Adult Educational Centre (AEC).  

Requirements

     - Master or equivalent in Economics, Social Sciences or related disciplines (business and related fields).  PhD will be considered as a
       strong asset;
     - Strong understanding of and experience in financial and economic analysis; ability to conceptualize analytical frameworks based on
       available information and recourses; and ability to identify and address the institutional aspects (bottlenecks) in a systematic manner;
     - Strong analytical and writing skills and ability to provide guidance and coordination to the government counterparts;
     - Experience in assignments that require ability to absorb, analyze and systematize large amount of complex information within tight
       deadlines
     - Detail oriented, able to meet deadlines and able to prioritize multiple tasks;
     - Demonstrate ability and willingness to work as a member of a team, with people of different cultural, ethnical and religious background,
       different gender, and diverse political views;
     - Strong English language proficiency;
     - Excellent computer skills, ability to use information technology as a tool and resource.

Responsibility

     - Inception report - An inception report should be prepared by the evaluator before going into the full fledged evaluation exercise.
     - Draft evaluation report – UNDP and the key stakeholders in the implementation of the Employment Programme evaluation shall review
       the draft evaluation report to ensure that the evaluation meets the required quality criteria and to confirm the accuracy and relevance of
       the used data and data sources.
     - Final evaluation report - The core of the undertaken analysis within the final evaluation report (approximately  25 pages) shall represent
       an analytical and practice-oriented report detailing key findings, lessons learned and best practices as well as clear forward looking
       recommendations on aforementioned areas and aspects.
     - Evaluation brief or a knowledge product that may emerge from the analysis.
     - Power point presentation of the key findings from the evaluation, including the institutional and organizational aspects in terms of the
       functionality of the programme.
