UNDP/ INTERNATIONAL CONSULTANT FOR DEVELOPMENT OF HUMAN RESOURCES PLANS FOR NATIONAL TUBERCULOSES

Background

UNDP in the capacity of Primary Recipient do the project "Strengthening of DOTS Strategy and Improving National Tuberculosis Programme, Including Multi-drug Resistant and Infection Control, in Bosnia and Herzegovina". This project is continuation and further development of ongoing activities initiated under Round 6 TB project and is also aligned with general objectives of strengthening the governance and co-ordination of health systems in BIH, and in support to systems' orientation and focus towards ongoing primary health care/family medicine development and reform efforts in BIH.
Implementation of this project will contribute in improvement of access and efficiency of respiratory health care services in Primary Health Care settings in BIH through implementation of Practical Approach to Lung Health (PAL) strategy (as a pilot project), strengthening and extending the DOTS+ pilot project of MDR-TB case management as well as ensuring and maintaining access to TB program for vulnerable groups with spatial attention to Roma and other vulnerable populations

Requirements

     - Advanced degree in Economics, Medicine or related field
     - Minimum 10 years of experience in developing Human Resources Plans, assessments and analysis in the area of human resources
     - Proficiency in English language, Local language will be considered as advantage
     - Highest qualified candidate; meaning the candidate obtaining the highest score
     - Demonstrates substantive and technical knowledge to meet responsibilities and post requirements
     - Executes day-to-day tasks systematically and efficiently
     - Initiative and sound judgment.

Responsibilities

     - Contacts with representatives of the National Tuberculoses Programmes of RS and FBiH, Ministries of Health and stakeholders involved
       in comprehensive TB control
     - Review of existing practices and systems in FBiH and RS, development of SWOT analysis of the current situation including gender
       analyses
     - Defining of vision and long-term goal of HR development in TB control programs
     - Meetings and consultations organized with representatives of Ministries and national Tuberculoses Coordinators,
     - Preparation of draft HR Plans submission to beneficiaries for comments
     - Development of Final HR Plans
     - Demonstrates commitment to UNDP's mission, vision and values;
     - Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
