Background
Under the Conservation of Biodiversity and Sustainable Land Use Management Project in Dragash, UNDP is implementing a 3 year project (2010 to 2013) aiming at the establishment of an institutional framework to enable sustainable development. The four areas of intervention of this project include a) conservation of biodiversity, b) local economic development, c) the development of a local sustainable energy strategy and d) the development of capacities within the Municipality to ensure the above mentioned framework can be sustained in time.
UNDP Kosovo is seeking capable national candidates for the position of Finance and Liaison Officer within the Dragash Project. Reporting to the Project Manager, the Finance and Liaison Officer will assume responsibility for financial administration of the project, liaison of activities between Dragash project and UNDP programmes, will assume substantive responsibility in administrative support to the project, as well will have a role in assisting substantially with proposals writing in the area of local economic development or economic analysis for local development.
Requirements
- The post-holder will be a Kosovo national with a Masters level degree and preferably a background in local /regional development and
in project/ programme implementation,
- Minimum of 2 years of post degree relevant experience in project/programme implementation and financial / administrative management
of projects/programme gained after completion of university.
- Experience in working with Atlas Peoplesoft or other web based ERP systems
- Familiarity with information technology, including proficiency in word processing, spreadsheets, databases, and presentation software
- Experience in management of projects/working with international organizations
- Fluent in English and Albanian, knowledge of Serbian is required
Responsibilities
- In close cooperation with the project manager, and upon clearance of the project manager
- Support Project manager in processes of procurement of goods and services necessary for the project activity, according to the project
workplan.
- Assist the Project Manager with logistical and administrative actions in the communication and collaboration with partners in the public,
private sector and the international community.
- Effectively maintain communication and provide required information on behalf of the project to with the UNDP office in Pristina and
other project staff based in Dragash region.
- Support to the projects communication strategy in out reaching to other partners, stakeholders and community Contributions on behalf
of the Project Manager, when required, to maximize synergies and cooperation between Dragash Project and other UNDP programme
initiatives.
- Support in design of innovative project concepts for communities, assisting the project in building the capacity of local communities to
address potential resources for local communities, as per project competencies under Output 2- “Local economic development”
- Assist the Project Manager in the preparation of project work plans and project reports by providing substantial inputs to monitoring
and evaluation of project implementation, as well as in drafting concept notes, ToRs and project communications notes.
