UNDP/ CONSULTANT TO PREPARE DESIGN OF SOFTWARE SOLUTION FOR LEGAL AID CASES

Background

The project’s impact is of a high significance for the country, given that, until its adoption, Montenegro was one of the few countries in Europe lacking a specific Law guaranteeing legal aid to its citizens. The costs of legal services remain unaffordable for the majority of people, especially those who lack employment. Thus, the Law stipulates that the citizens of lesser financial  means are entitled to legal aid, hence helping to fulfil the constitutional determination of Montenegro that all citizens  must be equal before the court, regardless of their special or personal characteristics.
The implementation of the Law on legal aid is supposed to start on 1 January 2012, while in the meantime the authorities are expected to establish legal aid offices in Basic courts throughout Montenegro. Therefore, UNDP intends to support the implementation of the Law. In regards to systematic handling of legal aid cases, there is a need to create a unique database/software that will be used in each Basic court in the country to support work of the legal aid services. In that manner it will be possible to have information technology of statistical indicators in terms of number of legal aid cases, types and number of provided legal aid services, number of rejected legal aid requests. Additionally, gender sensitivity will be taken into consideration as an important factor and it will be reflected through received gender disaggregated requests. Also, the database will be used to obtaining gender disaggregated data on the processed legal aid cases.

Requirements


     - University degree in Information and Communications technology , Information Systems, Programming or other
       relevant field;
     - At least 4 years of professional experience in design and implementation of information systems required, longer professional experience
       is advantage;
     - Relevant experience in software design;
     - Excellent social, communication skills and proven ability to think strategically and to express ideas clearly and concisely;
     - Prior experience with International Organizations and/or international NGOs is an asset;
     - Excellent knowledge of local language, written and oral skills;
     - Knowledge of English language would be an asset.

Responsibilities

     - Conduct interviews with relevant people from the Supreme Court, Ministry of Justice/Court, UNDP Project Manager and with end users
       in order to collect all necessary information of current and future need for handling and tracing legal aid cases;
     - Make assessment of the current IT situation and assess the needs of the end user in order to recommend, with rationale, the most
       appropriate software/database solution;
     - On the basis of all collected information develop clear and detailed design of software/database solution that should also include: a
       software platform, necessary hardware specification, software licenses, estimated costs and time needed for creation and
       implementation of the proposed solution.
