Background
In Montenegro, women have never had equal conditions for realizing their human rights nor opportunities to contribute to national, political, economic, social and cultural development, and consequently to benefit from these opportunities. Despite the fact that more and more women are highly qualified and labour market participation of women is on the increase, women are still largely outnumbered by men in positions of responsibility in politics and business, particularly at the top level. While 51.8% of the Montenegrin population is female, only 11% of the seats in the National Parliament are held by women, only 7% of the councilors in the local parliaments are women; out of 17 government ministers only one is a woman, while one out of 21 mayors is a woman. Furthermore 39.5% of all employees are women1, out of whom only 7.2% are performing managerial tasks. 8% of the women in Montenegro are owners/co-owners of their homes/flats, 6% are car owners and 1% are business or company owners2. The high level of education of women is not directly reflected in the positions they hold in the labor market. Women are mainly working in ‘feminized’ sectors and professions and remain in lower job categories with less access to senior positions. This is paradoxical when female students outnumber male in business, administration and law. At the same time, one of the most radical violations of women’s human rights is reported by CSOs as happening in the family sphere. NGO studies show that one in every three women is exposed to physical violence. The number of cases reported to the police remains small, but increased by 7.3% in 20083. There is a low level of support provided to victims, resulting in their reluctance to report family violence, while the number of death occurring as a consequence of long-term family violence has increased.
The key institutional stakeholders for this Project are as follows: Ministry of Human and Minority Rights - Department for Gender Equality; Ministry of Labour and Social Welfare, Ministry of Health, Police Directorate, local government, parliamentary political parties, Parliamentary Committee for Gender Equality, NGOs, Ministry of Finance, Investment Fund, Directorate for Small and Medium-sized Enterprises, Social Welfare Centers, the Police and the Judiciary.
Requirements
- Student in Social sciences, Visual Arts, Law, International Relations, IT, Economics, Business and Public Administration;
- Experience in using the social media and cooperation with NGOs, CSOs, Governmental Organizations etc.;
- Proven ability to think strategically, learn fast, to express ideas clearly and concisely, to work both independently and in
teams, to demonstrate self-confidence combined with sensitivity to gender and culture;
- Demonstrated interest in the field of development;
- An interest in global mobility; adaptability to varied physical and other environments; a desire to work with and gain the
confidence and respect of people with different language, national and cultural backgrounds.
- Respect for the principles of the United Nations Charter and the UNDP Statement of Purpose.
- Excellent knowledge of local and English language, written and spoken;
- Excellent computer skills;
- Excellent inter-personal and communication skills;
- Excellent organizational skills with developed attention to detail;
- Ability to work independently and in a team;
- Minimum 8.0 Grade point average on a 10.0 scale;
Responsibilities
- Writing stories and news on UNDP and stakeholders activities within Gender Programme IPA 2010 as well as the global
development and gender relevant issues which the Gender Programme Team considers as priority;
- Based on the full understanding on Gender Programme Activities, to produce stories, cases, briefings, articles and other
writings in English and Montenegrin languages (both at the native level) for the website, e-news, outreaching materials,
briefing for media, etc., under the framework provided by Gender Programme IPA 2010;
- To draft/edit and distribute the news to inside/outside the UNDP through various outreach channels (the style of writing
should be reader-friendly as well as professional);
- Translation of writing materials between English and Montenegrin languages;
- Deploying various social media instruments to disseminate the UNDP Gender Programme’s core messages to Governmental, NGO and
International and Civil Society stakeholders;
- Scale up UNDP Gender Programm’s multi-media activities by mobilizing knowledge on latest mode of communications to disseminate
the gender issues, development agenda, and the Gender Program’s priorities in a timely manner;
- Enhance the Gender Program’s and UNDP’s exposure in social media e.g. blogs, twitters, etc.;
- Work closely with UNDP’s Web-site consultant, to manage and maintain the Gender Programme Web-page by linking it to social media
in order to increase visits;
- Work closely with Communications Office, Learning Managers and Knowledge Managers Network (UNDP Team works) and utilize their
videoconference facility;
- Provide coaching to Gender Programme Team staff on the latest trend and tools of social media, as necessary.
- Conducting research;
- Assist in the preparation of various documentation and reports;
- Assisting in the organization of conferences, forums or other collaborative events;
- Other duties as necessary for the development and maintenance of the UNDP website Gender Programe web-page, e- news, and other
means of communication and dissemination.
