Background

UNDP Montenegro, through its Rule of Law and Human Rights Programme, has been providing policy, expert and technical support to the Ministry of Justice in its efforts to attain a balance of power at the top of the political pyramid by means of strengthening the capacities of the judicial branch of power since 2007 until now.
Given that the year 2011 draws to its end, the measures and activities outlined in the Action Plan for this period need to be analyzed. Thus, the Ministry of Justice of Montenegro intends to analyze the results of the Action plan’s realization for the year 2011 through an all-encompassing Report listing fully realized, partially realized and unrealized measures and thus, clearly establish what the remaining activities defined by this document are to be implemented in the course of the forthcoming year.
The project is primarily designed to support the Ministry of Justice of Montenegro. However, given the fundamental importance of the Ministry of Justice to uphold the rule of law and its importance with respect to the foreseen increase in the legislative burden, while Montenegro continues on its path of reform and the EU integration process, the indirect beneficiaries of the project will include all Montenegrin citizens. In the aim of fulfilling the above mentioned objectives, UNDP Montenegro intends to engage a National Consultant to assist the Ministry of Justice of Montenegro in drafting the Report on realization of measures from the Action plan for the implementation of the Strategy for the reform of judiciary (2007-2012) for the year 2011, in the scope of the project Strengthening the Capacities of the Ministry of Justice of Montenegro.

Requirements

     - University degree in law, political or social sciences;
     - At least 5 years of relevant professional experience;
     - Experience in project and administrative work;
     - Extensive knowledge of the rule of law reform process in Montenegro;
     - Knowledge of the current Montenegrin governing institutions and practices and demonstrated capacity to approach
       them creatively and promote change;
     - Extensive knowledge of the UN, EU and CoE standards;
     - Experience in judiciary service reforms and/or donor-funded project management;
     - Excellent information technology skills, including word’s processing, database applications, presentation software,
       and Internet;
     - Knowledge of written and spoken English language would be an asset, but is not a requirement.

Responsibilities

Based on the official reports gathered from state agencies that implement measures from the Action Plan under their jurisdiction, provide the draft Report on realization of measures from the Action plan for the implementation of the Strategy for the reform of judiciary (2007-2012) for the year 2011, which will contain:

     - Clear and detailed overview of the realized, partially realized and unrealized measures per strategic goals defined  by the Action plan for
       the year 2011;
     - Chart of figures, representing the number of realized measures and the level of their realization expressed in  percentage in comparison
       to the total number of planned measures, so that the degree of implementation of the  Action plan for the year 2011 may be clearly
       determined;
     - Explanation on the reasons for the delay in the implementation of measures that were not fully realized, bearing in  mind the division
       between measures that were devised as one-off activities and those that are of continuous  character;
     - Description of the sustainability of partially realized and unrealized measures in the aim of their applicability for the forthcoming year
       and the reas
oning behind this.
