-University level degree   or equivalent general professional experience of a minimum 20 years
-Fluency in English;

-10 years of general professional working experience

Specific professional experience:

-3 years track record of working as an expert for monitoring and/or evaluator
-Working experience in or with SME sector
-Working experience with monitoring and evaluation in the SME sector
