Qualifications and skills:

-University degree in engineering (or equivalent).
-Good and proven interpersonal skills and capacity to work with government agencies and to liaise with parties concerned by the Project.
-Good command of English language in a professional environment. Knowledge of Turkmen or Russian language will be an asset.

General professional experience:

-Preferably more than (5) five years of proven general professional experience.

Specific professional experience:

-At least (3) three years of proven experience in the energy sector.
-Proven experience in procurement of equipment related to energy efficiency.
-Previous experience in project implementation in ex Phare, ex Cards, ex Meda, ex Tacis countries.
-Proven experience in preparation and evaluation of supply/works tenders dossiers, preferably in energy sector would be an asset.
