FINANCIAL MANAGEMENT/BUDGETING SPECIALIST

Qualifications and skills:

-University degree in financial management, accountancy, or similar discipline or comparable professional qualification;
-Excellent communication skills and experience in working in a team;
-Proficiency in written and spoken English, state language of the Republic of Moldova and Russian;

General professional experience:

-Preferably 10 years of professional involvement with Public Finance Management reforms;
-At least 5 years experience of working on budget cost estimation and preparation for a Government administration.
-Experience in designing training programmes, and drafting and dissemination of training materials in budget estimation, preparation, and monitoring processes;
-Knowledge of budget process within relevant justice sector administrations (such as the judiciary, court systems);

Specific professional experience:

-5 years experience in preparation of annual and medium term institutional budgets;
-Expertise in programme budget design, determining activity costs for budget formulation and in determination of programme performance indicators.
