Contract description:

This contract aims at redesigning the policy-making structure and processes in the Government so that thepolicies are strategic, outcome-focused, flexible, innovative and linked to strategic frames, and so that propercoordination from the Centre is ensured.
This will entail:
-to improve the structure, internal integration, and capacities of the General Secretariat of the Government soas to allow it to provide
 effective management and coordination of the policy system,
-to improve procedures for government strategic and work planning, policy development and policycoordination,
-to improve operational linkages between the General Secretariat and line public administration bodiesinvolved in policy making and
 coordination,
-to strengthen the capacity of ministries to plan and develop effective policies, including proper impactassessments and including
 consultations of external stakeholders.

Eligibility:

Participation is open to all legal persons (participating either individually or in a grouping (consortium) ofcandidates) which are established in a Member State of the European Union or in a country or territory of theregions covered and/or authorised by the specific instruments applicable to the programme under which thecontract is financed (see also item 29 below). Participation is also open to international organisations. Theparticipation of natural persons is governed by the specific instruments applicable to the programme underwhich the contract is financed.

Number of applications:

No more than 1 application can be submitted by a natural or legal person whatever the form of participation (asan individual legal entity or as leader or member of a consortium submitting an application). In the event that anatural or legal
