OSCE MISSION IN AUSTRIA/POLICE AFFAIRS OFFICER, ADVISER ON FIGHT AGAINST CRIME

Background:

This position is open for secondment only and participating States are kindly reminded that all costs in relation to assignment at the Secretariat must be borne by their authorities.

Candidates should, prior to applying, verify with their respective nominating authority to which extent financial remuneration and/or benefit packages will be offered. Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.

Tasks and Responsibilities:

The incumbent will provide expertise and assist in delivering the requirements of OSCE Ministerial Decisions, Permanent Council Resolutions and OSCE Action Plans as they relate to crime in general and organized crime in particular. Upon request she/he will analyse, formulate and implement activities to achieve the goals outlined in OSCE mandates and resolutions and provide reports as required. She/he will perform needs assessments and assist OSCE field operations by providing criminal investigation experience. In addition, she/he will provide an overview of anti-crime law enforcement efforts among the OSCE participating States and serve as the TBTD/SPMU regional liaison officer in an assigned region.

-Supporting the Senior Police Advisor in response to the OSCE ministerial decisions by designing, proposing and developing OSCE¿s
 activities in the filed of criminal investigation;
-Analysing data and formulating conclusive police related proposals with national counterparts of participating States to increase the
 effectiveness of major criminal investigations in organized crime;
-Designing and implementing activities to facilitate trans-border co-operation between law enforcement institutions related to trans-national
 crime activities;
-Working closely with the Advisor on Trafficking in Human Beings on projects and evaluating project proposals submitted by the OSCE field
 operations;
-Contributing expertise with regards to managing expert level police meetings, co-ordinating activities with other OSCE institutions and
 international organizations, particularly UNODC, Europol and Interpol;
-Serving as SPMU Regional Liaison Officer to provide policing needs assessments and to ascertain, in co-operation with the OSCE field
 operations the status of currently implemented policing activities in relation to budgetary funding;
-Contributing to the identification of lessons learned and best practice;
-Providing information and statistics as required;
-Performing other related duties when required.

Necessary Qualifications:

-Graduate from a recognized legal, criminal justice or law-enforcement educational institution;
-Ten to fifteen years of diversified and progressively responsible professional police or criminal justice experience with as least two years of
 international experience;
-Substantial operational experience as a criminal investigator having held responsibility for investigation and management of serious crime
 including homicide, robbery and serious sexual offences;
-Regular active experience in the criminal justice sector and knowledge of criminal law norms and human rights;
-Budgetary experience and experience with performance-based management;
-Proficiency in English with excellent oral and written skills;
-Knowledge of other OSCE official working languages is desirable;
-Negotiating and interpersonal skills;
-Ability to operate Windows computer applications
-Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
-Ability to establish and maintain effective working relations with people of different national and cultural backgrounds whilst maintaining
 impartiality and objectivity.
