The Team Leader (TL) will drive the implementation of this contract, provide overall guidance on project orientation and focus, and ensure that contract objectives are met. The TL will be the primary contact point for both the Beneficiary and the Contracting Authority, and will report to/guide the Project Steering Committee on project management and technical issues. The TL will ensure the
timely identification of short-term and other expert requirements, determine their profiles and inputs;
supervise and coordinate their actions, and ensure the quality control of all team outputs.
The TL will coordinate and be responsible for the production of all deliverables to be produced under the contract. The TL will be responsible for developing and monitoring the implementation of the work plan and for ensuring that contract outputs and results are delivered. The TL will define and review indicators of achievement for each task, output and activity; will provide early warning to the
beneficiary and the contracting authority in case of obstacles impeding contract implementation, and will propose solutions. The Team Leader must be working fulltime on the project, spending at least 85% of the time in Albania, throughout the whole period of implementation of the tasks as defined in Art.5 of Special Conditions.
Qualifications and skills:
-Master degree in ICT relevant discipline;
-Specialisation in Management is an advantage;
-Certification in internationally recognised Project Management methods - PMBoK, Prince2 or equivalent;
-Shall possess a very good level of English, both written and spoken (i.e. corresponding to level 1 or 2 in "ANNEX IV: KEY EXPERTS");
General professional experience:
-At least 10 years of post graduate professional experience in management positions;
-At least 5 years experience in justice projects preferably related to prosecution and courts;
-Proven ability to manage a team of international and local IT specialists is an advantage;
-Experience in implementation of at least one case management system or document management system or content management system;
-Experience in e-justice will be an advantage.
Specific professional experience:
-Specific experience in managing the full life cycle of at least one software development project with similar complexity of this project.
-At least 3 years relevant professional experience in ICT in Justice projects; specific experience in projects related with prosecution or courts
case management is a strong asset;
