Background

The project “Preventing and Combating Gender Based Violence (GBV), in Bosnia and Herzegovina (BIH)” has been designed by UNDP and UNFPA in close cooperation and coordination with the gender institutional mechanisms and civil society organizations to address and prevent violence against women (VAW) and sexual violence (SV) in BIH. It will build on the work done in the area of GBV by UNFPA and UNDP and will provide women victims of violence, including women with special needs, access to services and protection. As NGOs in Bosnia and Herzegovina are traditionally focused on delivery of services rather than on process of improving the accountability and transparency of governmental institutions as a key element in democratization processes, the Project foresees enhancement of capacities of NGOs working on gender issues, to improve their capacities in monitoring of GBV court cases. It is worth noting that BiH Justice Sector Reform Strategy envisages greater involvement of non-governmental organizations in the legal reform process, especially in the court proceedings. As both a diagnostic tool and capacity building activity, trial monitoring enables systemic collection and dissemination of objective information about practices in GBV and SV cases while at the same time educating local actors about national legislation and international standards thereby creating local monitoring and advocacy capacities. Recommendations from trial monitoring by NGOs will be used as part of advocacy efforts with relevant state authorities and other stakeholders to gain more knowledge about identified problem areas, as well as to take action which will be responsive to these conclusions while at the same time providing a direction for justice sector reform efforts.

Requirements

     - An advanced university degree (masters or equivalent) in social sciences, preferably in law.
     - Five years of work experience, with minimum three years of experience with project/programme or organisation/institution evaluation;
     - Proven understanding and knowledge of BiH justice sector;
     - Proven ability to undertake professional research using both quantitative and qualitative methods.
     - Strong analytical skills and ability to conceptualize complex and multi-faceted aspects of an issue into a concise and clear-cut assessment
       conclusion.
     - Excellent knowledge of local languages.
     - Familiarity with English language is an asset.
     - Highest qualified candidate; meaning the candidate obtaining the highest score

Responsibilities

     - To evaluate the overall relevance of NGO trial monitoring;
     - To evaluate the performance of the NGO trial monitoring activities;
     - To prepare the NGOs’ evaluation report and present findings and recommendations.
