UN Women in Republic of Macedonia, in the past 4 years, in cooperation with UNDP, UNFPA, UNICEF and WHO, have implemented a comprehensive Joint Programme that had the overarching objective to strengthen National Capacities to Prevent Domestic Violence. The Programme supported the Government and the civil society in improving inter and intra-sectoral coordination and strengthening the mechanisms for prevention of violence and provision of adequate victim support services.
Building upon previous achievements and proven approaches, as well as upon the partnerships already established among the UN System in the country and the Government, UN Women and UNDP have identified specific areas that require substantive intervention in view of improving the overall implementation and monitoring of DV related policies and the functioning of the judicial system.
The new Joint project has an overarching objective to support domestic violence victims by interventions aimed at increasing the efficiency, transparency and accountability of the judicial system and an upgraded National Coordination Body (NCB), capable to coordinate and monitor the implementation of national policies and measures in response to domestic violence.
Responsibilities
The Contractor is expected to conduct a comprehensive assessment of court proceedings, on a selected sample of processed cases of domestic violence, preferably including both civil and criminal court procedures.
Specifically, the Contractor is expected to deliver:
- Methodology for undertaking a comprehensive assessment of civil and criminal court proceedings in cases of domestic violence, which
will address specific areas in the judicial system and enable gaining deeper understanding of existing capacities, needs and challenges in
processing DV cases.
- Comprehensive Report which will respond to the objectives of the assessment of court proceedings in cases of domestic violence and
provide good understanding on key challenges and gaps in the overall DV case management and court proceedings from gender
perspective.
- Set of clear recommendations for addressing major gaps identified with the study, which will inform further development of capacity
building module for judges and public prosecutors.
