The Commission Communication on the Enlargement Strategy and Main Challenges 2007-8 and the latest Strategy Documents from 2008 to 2012 underline the importance of civil society being able to play its role in a participatory democracy.
The 'Civil Society Facility' (CSF) was set up in 2008 to financially support the development of civil society.
The CSF aims at contributing to the consolidation and broadening of political reforms and EU alignments and to the progress made to date with regard to the implementation of the EU acquis and participatory democracy in the country.
The Project Fiche (PF) covering the period 2011/2013 and identifying the updated rationale for action in Albania was defined through a consultation process involving CSOs, international organizations and other main donors to CSOs active in the country. The PF was then revised for the period 2012/2013 and the relevant decision was adopted by the Commission providing the legal base for the present call for proposals.

Objectives

The global objective of this Call for Proposals is to encourage the active participation of civil society in policy-making and to foster its role in contributing to and monitoring of the fulfilment of Albania's obligations under the EU Albania Stabilisation and Association Agreement, including the respect of human rights and fundamental freedoms and the freedom of expression and media freedom.

The specific objective of this Call for Proposals is to support CSOs in implementing actions related to:
   - The justice sector (support access to justice for marginal groups of population; fight against corruption; monitoring / improvement of
     living conditions in detention system)
   - Promoting social and economic inclusion of the Roma minority and Egyptian community
   - Freedom of expression and media freedom

Size of grants

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:
   - minimum amount: EUR 50,000
   - maximum amount: EUR 200,000

Eligibility

   - be legal persons and
   - be non profit making and
   - be not for-profit structures outside government and public administrations 2 or be an international (inter-governmental) organisations as
     defined by Article 43 of the Implementing Rules to the EC Financial Regulation and be established in a Member State of the European
     Union or nationals of a country that is a beneficiary of the Instrument for Pre-accession Assistance. When the applicant is not registered in
     Albania, partnership with local organisation is compulsory.
