The Instrument for Pre-Accession Assistance (IPA)1 was established by Council Regulation EC No 1085/2006 of 17 July 2006. It provides the overall framework within which pre-accession assistance will be made available to both candidate and potential candidate countries. The programming of assistance from IPA takes account of the experience of previous EU assistance in the fields of human resources development and social inclusion. Overall, EU assistance to Croatia has evolved from post-war re-construction and humanitarian aid (in the late 1990s) through stabilisation and association support (CARDS programme) to the use of three pre-accession programmes (Phare, ISPA and SAPARD) for 2005 and 2006.
The Grant scheme Broadening the network of social services in the community (Phase II) is developed under the Priority Axis 2: Reinforcing social inclusion of people at a disadvantage and is designed for supporting the development of social services and the capacity of their providers in combating social exclusion and poverty (including the improvement of employment opportunities). The implementation of this grant scheme ought to contribute to the achievement of the indicators which are defined for Priority axis 2. Measure 2.3 and refers to Number of target group beneficiaries who received deinstitutionalized social services and Number of target group beneficiaries who acquired job. Also projects have to contribute to the fulfilment of at least one and/or more indicators listed in section 1.2 of these Guidelines for Applicants.

Objectives

The global objective of this Call for Proposals is to improve employment opportunities by supporting further development of efficient and inclusive social services.
The specific objective of this Call for Proposals it to support social inclusion of people in a disadvantage through the development of community based social services.

Size of grants

   - minimum amount: EUR 50 000
   - maximum amount: EUR 200 000.
