Background                                                                                    Grant Max. Amount: EUR 500.000

A particularly important aspect of bringing the Central and Eastern European countries (CEECs) more closely into line with the EU is the approximation of their environmental law to European standards. The gap between the EU's and CEECs' legislation in this sphere is particularly wide. The Commission therefore notes: 'Environment is a major challenge for the enlargement.' The difference between the EU's and CEECs' standards of environmental legislation would, in the Commission's view, lead to a serious distortion of competition in the internal market and jeopardize any effective environmental policy pursued by an enlarged Community.

There are a limited number of environmental/ecological NGOs active in BiH who have been instrumental in encouraging authorities to take a more pro-active role in dealing with environmental problems at the local level. These organisations lack sustainable financing and are therefore not actively engaged in campaigns and professional policy dialogue. It is envisaged that continued activities and development in this area towards shaping policies of state, entities, and municipal governments to deal with the country's very real environmental problems will be covered by the project.

Size of grants

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:

   - minimum amount: EUR 400.000
   - maximum amount: EUR 500.000

Eligibility

In order to be eligible for a grant, the applicant must:

   - be legal persons and
   - be non-profit-making and
   - non-governmental organisations or high educational institution (universities)
   - be established in a Member State of the European Union or a country that is a beneficiary of the Council Regulation (EC) N° 1085/2006,
     of 17 July 2006, establishing an Instrument for Pre-accession Assistance (IPA), a country that is a beneficiary of the European
     Neighbourhood and Partnership Instrument or a Member State of the European Economic Area
