Duration of Assignment: 20 working days in the period 25 February - 25 April 2013

Background

Over the past three and a half years, the UN Agencies in the country through a Joint domestic violence programme (financially supported by the UN Trust Fund and Kingdom of the Netherlands), assisted the country to increase citizens’ awareness, enhance legal and policy framework and strengthen institutional response in protecting and supporting victims of domestic violence (DV). In the previous period, the Joint domestic violence programme strengthened the state protection mechanisms by improved psychosocial support and legal assistance for victims, temporary protection measures, counselling services for perpetrators, sensitization of potential employers, opening of two regional shelter centres, as well as , adopting a Protocol which serves as a referral mechanism for domestic violence cases for the relevant professionals and coordinated institutional response to DV cases. Moreover, the national Strategy on domestic violence covering the period 2012-2015 was revised and upgraded.
The upgraded national Strategy on domestic violence envisages a formation of a new National Coordination Body (NCB) which should be a flagship institution in streamlining policies for prevention of domestic violence, coordinating policy efforts on national level and bring together different stakeholders. Overall, the NCB would be responsible for monitoring the implementation of the Strategy within the national institutions the members are representing.

Responsibilities

   - Screening and analysis of the documents produced in the previous DV project and within the previous NCB mandate
   - Carry out an in-depth training needs analysis (TNA) for the appointed NCB members
   - Following the findings from the TNA and documents analysis, the national expert will develop a training module for the NCB members
     that will reflect their needs
   - Producing a report of the tasks, incorporating recommendation for further functioning of the NCB and increasing its visibility in the
     society

Requirements

   - Master degree in law and/or social sciences. PhD is an advantage
   - At least 5 years of professional relevant experience in the area of prevention of domestic violence, gender equality and gender
     mainstreaming
   - Excellency in written and spoken English
