Background
Since 2005, the GoA has taken significant steps to address the challenges related to gender-based discrimination and violence and to move towards a more pro-active implementation of its international gender equality commitments. In addition Albania is one of the 8 countries, piloting the One UN – delivering as one initiative. With these developments and opportunities in mind UN agencies in Albania proposed jointly, a Programme to contribute to achievement of gender equality and reduction of domestic violence, hereinafter UN Joint Programme on Gender Equality. At the same time, government agencies and NGOs are building collaborative response systems in several districts of Albania. These pilot community coordination response (CCR) teams have responded efficiently to domestic violence cases and are inspiring other municipalities to apply the same approach. Moreover, in February 2011, the Council of Ministers approved the Decision for the Set Up and Functioning of the National Referral Mechanism against Domestic Violence, mandating the establishment of CCRs in all municipalities of the country. While UN Women and UNDP, in cooperation with a local Non Profit Organization have conducted a thorough study on the costs of protection orders, as incurred by the police, courts, prosecution and the victim, it is imperative for awareness, reorganization and budgeting purposes to assess the costs of the CCRs and further discuss the findings of the Protection Orders Cost Study in connection to the CCRs
Requirements
- Must be a NPO registered as per Albanian state regulations;
- Applying NPO must not be politically affiliated;
- Knowledgeable of gender equality in Albania specifically domestic violence issues;
- Practical knowledge on the functioning of the CCRs is preferable;
- Demonstrated experience in working with justice system and governmental institutions;
- Expertise in conducting analyses of the cost of public services;
- Experience in monitoring services and budget allocations;
- If short listed, all applying NPOs must undergo an institutional capacity assessment prior to final selection, as per UN Women Rules
and Regulations;
- Proposals must be submitted in English and as per the UN Women Project Proposal listed below.
Responsibilities
- Organize four round tables of professionals with a view to discuss the findings of the Study of the Costs of Protection Orders and the
options available for applying some of its recommendations. The round tables shall be organized in the same districts where the
study took place, namely Korça, Durres, Tirana and Kukës.
- Conduct a thorough study on the costs that participating agencies in the CCR systems incur, while responding to domestic violence
cases.This study will also look into the costs that the victim bears while dealing with the CCR members.
- Conduct three round tables of professionals to validate the findings of the CCR Cost Study and debate over applicable
recommendations.
- Publish the Study on the Costs of Protection Orders and of the CCR Cost Study in two languages, Albanian and English in at least
500 copies.
- Organize one national event to launch the publication of the two studies as well as write articles in the daily press to raise citizens’
and authorities awareness on the costs of domestic violence that the Albanian society bears.
