UNDP/ SUPERVISION FOR RECONSTRUCTION OF A KINDERGARTEN “ SRNICKA- KALINKA” IN THE MUNICIPALITY OF AERODROM WITH MEASURES FOR IMPROVING ENERGY EFFICIENCY

Background


The United Nations Development Programme (UNDP) assists the Ministry of Environment and Physical Planning to implement the project “Mitigating climate change through improving energy efficiency in building sector”. The project is financed by the Austrian Development Cooperation and the Ministry of Economy and ZELS are main beneficiaries of the project. As part of the public awareness and knowledge increasing activities on energy efficiency and energy saving measures in building sector, the project will implement the activity: Demonstration building, comprehensive energy efficiency and energy saving measures in one selected public building. Demonstration projects have confirmed that there is enormous potential to reduce energy consumption and CO2 emissions in the building sector, often in a very cost-effective way.  Large savings can be achieved by optimizing the entire building system rather than improving elements individually.
The demonstration project will serve as a practical example of the benefits of energy efficiency measures and the results will be shared widely with the key stakeholders (experts, national authorities, donors). The object kindergarten Kalinka - Srnicka in Municipality of Aerodrom was selected in open call. Total surface of the kindergarten is 794 m2 and year of construction is 1963. The Municipality will be responsible for providing all necessary permits.

Qualification requirements

     - Registered company in accordance with the relevant national legislation;
     - Relevant experience in Supervision of reconstruction of public or commercial buildings
     - Evidence of at least 3 successfully completed Supervision on relevant projects of similar scale.
     - Minimum valid Licence C for Supervision of Construction Works issued by the Ministry of Transport and Communication for
       companies registered/based in the host country  or License B for Supervision of construction works issued by the Ministry oTransport
       and Communications for companies registered/based in the host country
     - Main Civil Engineer or Engineer Architect     
     - Minimum 5 years of professional experience in relevant assignments (relevant experience in Supervision of reconstruction of public
       or commercial buildings);
     - At least 3 successfully completed Supervisions of relevant projects
     - Hold a License/certification B for Supervision of construction works.

Duties and responsibilities

     - The Supervision Company shall provide administration of construction contract in accordance with the Law on Construction and
       Main Design.
     - The Supervisor shall be the UNDP’s representative vis-à-vis the Contractor, during construction and until final payment is due.
     - The Supervisor shall visit the Site at intervals appropriate to the stage of construction to familiarize himself /herself generally with
       the
progress and quality of the Works and to determine in general if the works are proceeding in accordance with the Contract
       Documents.
     - The Supervisor shall interpret the requirements of the Contract Documents and judge the performance of the Contractor. The
       Supervisor shall support and consult with UNDP in settlements of possible disagreement and disputes, including notification,
       consultation, conciliation and arbitration.
     - The Supervisor shall conduct inspections to determine the dates of Substantial Completion and Final Completion
