Competencies

Required Skills and Experience
- Academic Qualifications/Education:
- Advanced University degree in law is required.
- Particular educational specialization on gender equality or discrimination issues is considered a strong asset.
Experience
- Over ten years of professional expertise in academia, justice system, legal practice or civil society activism on gender equality, women’s rights, non-discrimination and human rights issues;
- Previous experience in working with non-discrimination or gender equality ombudspersons is ideal;
- Previous experience in professional publications;
- Strong commitment and contribution in advancement of women’s rights and achievement of gender equality;
- Good knowledge and understanding of the United Nations System and particularly the role and mandate of UNDP is desired.
Language skills
- Fluency in English (main working language);
- Knowledge of Albanian will be considered an asset.
Evaluation of Applicants
Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.
Technical Criteria - 70% of total evaluation - max. 70 points:
Criteria A: Specific education on gender equality issues - max 10 points
Criteria B: Advanced Law degree - max 20 points
Criteria C: Work experience - max 20 points
Criteria D: Previous experience with ombudspersons - max 10 points
Criteria E: Publications - max 10 points
Financial Criteria - 30% of total evaluation - max. 30 points
