Background

South Eastern Europe is a diverse and complex region with a population of approximately 23.4 million who in recent years have experienced political, social and economic upheaval and transition, as well as major conflicts. This has resulted in the displacement of populations and deterioration of many aspects of life. Poverty coupled with high unemployment have fueled ideal conditions for the rise of drug abuse as an escape from social stress and post conflict conditions. The region is the premiere transit zone for heroin destined for Western Europe. There is emerging data indicating an increasing trend towards injecting drug use (IDU), which is the potential for a rapid increase in the transmission of HIV and AIDS within or by the IDU community. Based on these facts and statistics it is highly recommended that urgent intervention must be undertaken to avoid mirroring the well documented phenomenon of Eastern Europe which currently accounts for the fastest growing HIV epidemic in the world.
In order to assist member states in South East Europe and the Balkans to implement evidence based prevention and drug dependence treatment programmes, UNODC – Regional Office for South Eastern Europe is implementing two components of UNODC global projects. The first one aims at implementing evidence based family skills training programmes to prevent, drug use, HIV, crime and delinquency among young people by strengthening and improving the capacity of families to take better care of children, in selected sites in the region. The second aims at creating enhanced awareness and sustained commitment to increased access to quality and affordable drug dependence treatment services thus contributing to reduce negative health and social consequences of drug use including HIV.

Requirements

     - Advanced university degree (Master's or equivalent) in health, human or social sciences (public health, psychology, medicine, social
       work, education) or related studies.
     - Experience in public health, psychology or related area of work, especially in operational, administrative or development field relating to
       prevention of drug use (especially family based) and treatment of drug dependence).
     - Minimum of 5 years of professional work experience in drug demand reduction including at the international level. Operational demand
       reduction policy and administrative background, and programme management experience (with UN or other international organizations)
       will be an asset.
     - Substantial previous experience in working with senior government officials, donor representatives on policy and strategic issues.
     - Written and spoken proficiency in English and Serbian. Additional ability in one of the region’s language would be an advantage.
     - Proficiency in current office software applications (Excel, Word, PowerPoint).
     - Very good analytical and problem-solving skills. Familiarity with operational research issues.
     - Ability to communicate clearly and effectively.
     - Good interpersonal skills.
     - Ability to work well under pressure

Responsibilities

     - Coordinate, in collaboration with national stakeholders, the implementation of the projects’ activities in the region, especially in Serbia
       and Montenegro.
     - Implement, under the technical supervision of HQ/PTRS team all project activities, including the organization and conduct of regional
       and national training seminars and workshops on family skills training, treatment of drug dependence, standards of quality care,
       assessments, programme implementation, reporting, monitoring and evaluation, etc.
     - Prepare costed annual workplans, ToRs for recruitment and contracting of consultants and subcontractors, as well as detailed plans for
       training courses, seminars, workshops, meetings and for provision of equipment in the region as required.
     - Identify nantional implementation partners and solicit their support for implementation of project activities
     - Monitor the implementation of grant components of the projects
     - Ensure regular communication with national counterparts and project partners, including WHO regional representatives.
     - Monitor and control the project budget for the regional segments, and prepare budget revisions as required,
     - Validate the supply of equipment and monitor the project’s expenditures, when applicable.
     - Carry out general administrative arrangements for the projects, including preparation of funding requests and briefs, project progress
       and implementation delivery rate reports, as well as liaise with regional, national and donor authorities, UN agencies and other
       international and regional organizations,
     - Act as an additional resource person and /or moderator in regional workshops, seminars, training courses and meetings
     - Assist and support the Regional Representative in the preparation of documentation and analyze and collate papers and reports
       prepared by UNODC, consultants, or project parties, including background materials, documentation on training courses and meetings,
       data for evaluation, briefing notes, working papers etc., of the project activities in the region,
     - Coordinate and provide guidance on regional UNODC work on drug use prevention and drug dependence treatment and care as
       applicable
     - Other tasks performed and completed as required.
