Background

The Consultant is expected to deliver a Training Programme on Local Development Management, which is an existing training programme within the portfolio of the Training System for Local Governments in BiH. The main objective of the training programme is to strengthen local governments` understanding of the substance-matter and improve their capacity to apply in practice a systemic approach to local development by setting in place effective structures and steering the entire cycle of development – from strategic planning, through strategy implementation. As such, it addresses key characteristics and phases of local development management, critical factors for successful implementation of development strategies and plans, organisational arrangements for operational management of local development, roles and responsibilities in coordinating the implementation, as well as main tasks in the strategy implementation process, including action planning, financing, monitoring and evaluation.

Required Skills and Experience

Education:
- University degree in economics, public administration or a relevant field.

Experience:
- At least 5 years of experience in capacity development or delivery of technical assistance to public sector beneficiaries, preferably in area of strategic planning and implementation at the local level;
- Sound expertise and previous practical experience in the domain of local development strategic planning and management in BiH;
- Specific knowledge of the standardised local development planning methodology for Bosnia and Herzegovina is considered an asset;

Language requirements:
- Fluency in English and in the official languages in BiH.

Award Criteria: The consultancy will be based on the lowest financial offer of technically qualified candidates.

Applicants are required to submit an application including:
- Completed and signed UNDP Personal History Form
- Financial proposal indicating lump sum fee for the assignment.
