CONSULTANT FOR THE DESIGN AND DELIVERY OF A TAILORED TRAINING PROGRAMME ON EXTERNAL COMMUNICATION FOR LOCAL GOVERNMENTS

Background

The second phase of the Municipal Training System (MTS II) Project is aimed at contributing to professional and competent BiH local governments, able to effectively manage development processes and deliver quality services to their citizens. The MTS II focuses on further strengthening of the functional and policy capacity of the Training System for Local Self-Government Employees in BiH and supports its affirmation as an effective public mechanism for carrying out the local governments` capacity development agenda country-wide, as defined within the entity Training Strategies 2011 - 2015. The Project also supports the design and delivery of priority and demand-driven training programmes for both local government elected officials and employees.  

Required Skills and Experience

Education:
- University degree in social sciences, communications, public relations or other relevant field.

Experience:
- At least 7 years work experience in the field of public information and communication;
- Excellent expertise in the area of developing and implementing communications policies and plans;
- Experience in working with local governments and other community stakeholders on communication, transparency issues and citizens’ participation;
- Proven ability to develop training curriculum, training materials and handouts;

Language requirements:
- Fluency in the official languages in BiH.

Award Criteria: The consultancy will be awarded on the basis of both a technical evaluation of the candidate (70%) as well as the evaluation of the financial offer (30%).
 
Applicants are required to submit an application including:
- Completed and signed UNDP Personal History Form (downloadable from http://www.undp.ba/index.aspx?PID=16);
- Brief technical proposal outlining envisioned approach to consultancy.
- Financial proposal indicating lump sum fee for the assignment. The lump fee should contain travel and accommodation costs based on the number of days required. As boththe  training and the communications audit are expected to take place in the wider region of Mostar make sure that any associated travel and accommodation costs are reflected in the financial proposal.
