CALL FOR PROPOSALS UNDER THE NGO PROGRAMME –BULGARIA WITHIN THE EEA FINANCIAL MECHANISM 2009-2014

The overall objective of the NGO Programme – Bulgaria is “Strengthened civil society development and enhanced contribution to social justice, democracy and sustainable development.” The NGO Programme in Bulgaria will contribute to the overall objectives of the EEA Financial Mechanism to reduce economic and social disparities and to strengthen bilateral relations between Bulgaria and the donor states Iceland, Liechtenstein and Norway.

Total amount of funding

The NGO Programme – Bulgaria is worth € 11.8 million provided by the donor states. During the Programme period 2012 – 2016 three open calls altogether will be organised for supporting projects of NGOs. Within the First Open Call for Proposals financial support in the total amount of € 3 735 000 to approved projects will be provided.

Thematic areas of the Programme

Projects in four thematic areas will be supported within the Programme, as follows:

- Democracy, human rights and good governance;

- Social inclusion and empowerment of vulnerable groups;

- Sustainable development and protection of the environment;

- Capacity building for NGOs.

Eligible applicants

Eligible applicants are NGOs that are established in Bulgaria under the Non-Profit Legal Entities Act, with a valid registration in the Central Registry of the public benefit organizations, satisfying the following conditions:


- are not trade unions of or professional associations, where the aims and purposes are to further the specific interests of their members only;
- are independent from the local, regional and central government and from other public entities and authorities;
- are independent of political parties and commercial organisations.

Application process

In order to submit web-based project proposals applicants have to register in the Electronic Proposal Submission System (EPSS). The deadline for registration in EPSS is March 25, 2013. Partners do not have to register in the EPSS. The deadline for submission of project proposals in EPSS, as well as for the receipt of proposals for micro projects submitted per post is April 1, 2013.
