Background


Global objective is to provide support to the Ministry of Economy and other beneficiaries for effective implementation of IPA 2010 Project “Legal harmonisation and capacity building in the field of consumer protection“. The specific objective of the assignment is to prepare Tender Dossier (TD) including Terms of Reference (ToR) for the Service Contract under the project “Legal harmonisation and capacity building in the field of consumer protection” (IPA 2010), according to the requirements and rules of the European Commission, specifically as stated in the Practical Guide to Contract Procedures for EU External Actions in its latest edition and in line with the Project Fiche.


Eligibility


1. Senior Expert in consumer protection - 40 working days

The Senior Expert will be in charge of preparing the TD. He/she will be responsible for the overall project management and coordination, project representation, as well as reporting. He/she should ensure that the project outputs and reporting requirements are timely fulfilled. He/she shall be required to coordinate, supervise, manage, monitor and appraise all aspects of the project experts output. 

Requirements

- Education at least Masters Degree Academic level in Law or Economics or equivalent experience of 4 years above the minimum general
  professional experience required below.
- Minimum ten  years of general professional experience in the field of consumer protection.
- Minimum three  years of professional experience in management/implementation of similar projects in the area of consumer protection;
- Experience in conducting fact finding/needs assessment missions in the area of consumer policy;
- Experience in at least one similar project for preparation of TD / Terms of References in accordance with the rules and procedures (PRAG)
  applying to EU external aid contracts.

 

2. Junior Expert in consumer legislation and policy - 25 working days

The Junior Expert will be in charge of preparing the sectoral analyses. He/she will also assist the Senior Expert in the preparation of the TD.

Requirements

- Education at least up to Masters Degree Academic level in Law or Economics or equivalent experience of 4 years above the minimum
  general professional experience required below
- At least 3 years experience in the field of consumer protection policy, legislation and/or enforcement. 
- Experience in conducting fact finding/needs assessment missions, Legal Gap Analyses and/or policy analyses missions in the area of
  consumer policy.
- Experience in preparation of TD / Terms of References in accordance with the rules and procedures (PRAG) applying to EU external aid
  contracts, would be an asset.
