Background

VGM Partners is a development consulting firm providing services to public bodies and private organizations. Our main goal is the contribution to the growth of transition economies. Our consulting technologies and idea generation process are specifically designed for the implementation of the stated goal. VGM Partners is looking for an expert for the following EC Framework project in Kosovo:
Project name: Preparation of two ToRs for IPA 2013 projects
Global objective: The global objective of the project of which this contract will be a part is as follows:  Sustainable development of agricultural and rural development sector in Kosovo through strengthening the administrative capacity of MAFRD.
ToR is available upon request.

Eligibility

- A Master's degree in the field of economics/agrarian economics/agronomy/agricultural engineering/regional studies or associated fields or
- A Bachelor's degree in the field of economics/agrarian economics/agronomy/agricultural engineering/regional studies or associated fields with 2 years of professional experience in the mentioned fields; or
- 7 years experience in the same fields as listed above;
- Excellent command of written and spoken English;
- At least 10 years of professional experience in the fields mentioned above (in addition to the years of professional experience which form a substitute for the diploma in case the expert would not have the diploma required under Qualifications and Skills);
- Experience in at least two projects  related to setting up/strengthening Advisory services;
- Experience in preparation of at least one Terms of References according to PRAG rules.
