Background:
The European Bank for Reconstruction and Development Bank (EBRD, or the Bank) is in the process of providing a loan to the Air Navigation Service Provider in FYR Macedonia (M-NAV) in order to finance its Local Single Sky Implementation Programme.
As a condition for EBRD financing, M-NAV is required to establish a Project Implementation Unit (PIU) charged with the responsibility to manage, co-ordinate, supervise and monitor the implementation of the Project in liaison with the Bank. M-NAV is seeking a consultant (the Consultant) to assist the PIU with the Project implementation, including procurement and subsequent contract administration, and reporting to the Bank.
The Consultant shall facilitate a process whereby goods, works and services financed by M-NAV using the proceeds of the Bank’s loan are procured in a timely manner in compliance with the EBRD’s Procurement Policies and Rules and in accordance with the agreed with the Bank procurement strategy, technically sound and economically efficient procedures and specifications and standard documentation of the EBRD and in compliance with any other covenants in the loan agreements between M-NAV and the Bank.
The Consultant shall assume the following tasks, among other:
Task 1: Assistance with the preparation of Tender Documents and provision of technical and operational support for the works, goods and services to be procured;
Task 2: Organisation and Management of the Tendering Process for the works, goods and services to be procured;
Task 3: Contract Implementation and Administration;
Task 4: Environmental and Social Action Plan (ESAP) Implementation;
Task 5: Provide Administrative Support to the Project Implementation Unit
Task 6: Project Reporting
Assignment Start Date and Duration: The Assignment is expected to start 02 2013 and has an estimated overall duration of 36 months.
Eligibility: The consultants recruited and financed by the resources of the Fund shall be citizens of The Republic of France or employees of consulting firms registered in The Republic of France. Local consultants from FYRoM Macedonia, either individual or through a firm may be sub-contracted by eligible French consultants. The amount used for the financing of such local consultants shall not exceed 30% of the total contribution.
Cost Estimate for the Assignment: EUR 300,000 (exclusive of VAT).
Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with experience in:
(1) IFIs procurement with extensive experience on similar projects, especially procurement of air navigation system, including procurement of ATM system, surveillance (MSSR-radars), communication and meteo equipment, in accordance with EBRD procurement policies and rules, using Supply & Install type of documents and following two-stage tendering procedure;
(2) Experience in the region and/or EBRD countries of operations;
(3) Access to a pool of short-term experts, e.g. on technical matters as required.
