Background
Gender Programme IPA 2010, run by the UNDP, Department for Gender Equality of the Ministry of Justice, and Delegation of European Union to Montenegro and financed from IPA 2010, aims to improve the status of women as reflected in personal integrity, economic advancement and political representation. The specific objective of the project is to strengthen capacities, improve mechanisms, advance policies and improve the conditions for the implementation of the NAP for Gender Equality in following three areas: Fight against Violence in Family, Political Empowerment of Women and Economic Empowerment of Women.
Montenegro is characterized by an unequal position of women in exercising their economic and social rights. Despite the fact that an increasing percentage of women acquire higher education, the status of women in the labour market is worse than the status of male population, especially in terms of availability of managerial functions, particularly in the fields of politics and self-employment. Nevertheless, the legislative and strategic documents that Montenegro has made in recent years provide a good basis for solution to these problems. According to the database of the Department of Gender Equality within the Ministry of Human and Minority Rights, 39.5% of all employees are women, out of whom only 7.2% are performing managerial tasks. Also, in 2007 survey done by the Governmental Office for Gender Equality, only 8% of the women are owners/co-owners of their homes/flats, 6% are car owners and 1% is business or company owners. The high level of education of women is not directly reflected in the positions they hold in the labor market. Women are mainly working in „feminized‟ sectors and professions and remain in lower job categories with less access to senior positions. This is contradictory when female students outnumber male in business, administration and law. In the context of the economic crisis, it is important to promote a gender sensitive analysis of economic empowerment: to what extent are there gender differentials in the way citizens are affected by lack of economic opportunity.
General Minimum Requirements
- Excellent physical condition
- Possession of a valid automobile driving license and ability to drive using manual transmission
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
- Graduation from a recognized police training school
- Negotiating and interpersonal skills
- Ability to read and utilise maps
- Ability to perform first aid
- Regular, active police service experience
- Very good oral and written English communication skills
- Knowledge of International Police Standards and human rights
Level of Professional Competence Requirements
- Education: Police administrative courses on human resources management and general police management
- Experience: Minimum 10 years of diversified and progressively responsible police experience including at least 12 months at management
level relevant to the actual post
Mission Specific Requirements
Mandatory:
- Proven relevant supervisory and senior strategic management experience in an operational/active national police environment
- Familiarity with change management, quality control and audit/review in the context of a police organisation
- Proven relevant experience in the police reform process in a national police service or at the international level
- Experience in the development and management of projects
- Familiarity with political developments in the region
- Professional fluency in the English language, both oral and written
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and
diverse views, while maintaining impartiality and objectivity
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities
- Ability to operate Windows applications including word-processing and e-mail
Desirable:
- Advanced training and high level of expertise in at least one area of policing, such as criminal investigations, community policing and/or
police education and training
- Previous liaison experience with non-law enforcement organizations, (e. g. local and/or national governmental agencies, social service
bodies or non-governmental organizations)
- Knowledge of OSCE structures, institutions and field activities
Tasks and Responsibilities
Under the supervision of the Head of Mission (HoM) and Deputy Head of Mission (DHoM), and in accordance with the mandate of the OSCE Mission to Serbia, the Head of the Law Enforcement Department is responsible for the development and implementation of the Mission's police affairs programme and more specifically:
- Acts as the representative of the HoM and DHoM for contacts with senior officials of the Ministry of Interior, police officials and other
officials dealing with police issues, and articulates Mission policy on police matters to the above mentioned officials;
- Provides advice and assistance to the Serbian Ministry of Interior ensuring a holistic approach to the police reform process in line with the
Mission's mandate;
- Provides strategic guidance to senior management (HoM, DHoM) and Law Enforcement Department staff on accomplishing needed law
enforcement reforms, as well as an analytical approach to the Department¿s future;
- Supervises the development, implementation and evaluation of reform activities/projects in all of the police reform priority areas agreed
upon by the Mission and the Serbian Ministry of Interior;
- Identifies problems and weaknesses in the Law Enforcement Department's activities and ensures that lessons learnt are addressed in all of
the Department's activities;
- Fosters interdepartmental co-operation within the Mission;
- Ensures that human rights standards and police accountability are integrated as norms into all police reform programmes;
- Supervises 11 international and 19 local staff in the Law Enforcement Department;
- Performs other duties as assigned.
