Project Description
The EBRD is considering providing a sovereign loan of €150 million in parallel financing, together with the World Bank (‘WB’) and the European Investment Bank (‘EIB’) for the construction of a new section of road Corridor X from Nis to Dimitrovgrad (E-80), located in the south east of Serbia towards the border with Bulgaria. The section has a total length of 83 km. The project presents continued support for the development of Serbia’s key road transport infrastructure which is Corridor X. Corridor X in Serbia is the main north-south corridor running through the country and as such is essential for trade and regional integration.
Transition Impact
The project will promote road safety, the introduction of electronic tolling and trade facilitation focussing on the border crossing:
- Road Safety
The transition impact in terms of road safety will be to enhance road safety management capacity within the key ministries and agencies,
and introducing systemic change in the way road safety is managed in Serbia.
- Electronic Tolling
Implementation of an electronic toll collection system on the E-80, and providing a TC project which will develop a Plan for the privatisation
of toll collection.
- Trade Facilitation
Providing a TC project which will make recommendations for simplifying border-crossing procedures and develop an Action Plan.
The Client
The client is the Government of Serbia. The executing agency is Corridor X Company (K10), a daughter company of Public Enterprise Roads of Serbia. K10 was established specifically to manage the construction of motorways on sections of Corridor X, which is considered the foremost infrastructure priority in Serbia.
Budget
Budget: €786 million.
Technical Cooperation
The following technical co-operations funds are envisaged as part of this project:
- Consultancy services for assistance in the development of a Plan for the privatisation of toll collection. TC funding of € 75,000 will be
sought.
- Consultancy services for assistance in the development of a Plan for the simplification of border procedures. TC funding of EUR 75,000 will
be sought.
