Background

The Council of Europe is a political organisation founded in 1949 in order to promote greater unity between its members. It now numbers 47 member States.  The Organisation’s main aims are to promote democracy, human rights and the rule of law, and to develop common responses to political, social, cultural and legal challenges in its member States.  Since 1989 it has integrated most of the countries of Central and Eastern Europe and supported them in their efforts to implement and consolidate their reforms. The Council of Europe has its permanent headquarters in Strasbourg (France).  By Statute, it has two constituent organs: the Committee of Ministers, composed of the member States’ Ministers for Foreign Affairs, and the Parliamentary Assembly, comprising delegations from the national parliaments.  The Congress of Local and Regional Authorities of Europe represents the entities of local and regional self-government within the member States. The European Court of Human Rights is the judicial body competent to adjudicate complaints brought against a state by individuals, associations or other contracting states on grounds of violation of the European Convention on Human Rights.


Eligibility


- Required Nationality : Any member state of the Council of Europe

- Vision on international affairs: awareness of the political, social and cultural specificities of South East Europe, especially in the field of
  minority rights.
- Professional and technical competencies: 
- University degree equivalent to a masters degree (2nd cycle of the Bologna process framework of qualifications for the European Higher
  Education Area), preferably in international relations, political science, law or related field;
- minimum 5 years of relevant professional experience of project coordination, design, negotiation, preparation, management, supervision,
  evaluation of, reporting on, cooperation projects (experience with regional projects would be an asset);
- Good knowledge of the Council of Europe’s functioning and working methods, co-operation programmes and budgetary and financial
  administration.
- Communication and linguistic skills: very good knowledge of one official language (English or French) and a good knowledge of the other.
  Knowledge of one or more languages of South East Europe would be an important advantage.

 

Job Mission

Fixed-term contract:The total length of employment under fixed-term contracts will not exceed five years.
Under the authority of the relevant Head of Division within the Directorate of Human Rights and Antidiscrimination, the incumbent will co-ordinate the overall implementation by a local project team of the Council of Europe – European Union joint programme entitled “Promoting Human Rights and Minority Protection in South East Europe” (the Project), in compliance with the rules and regulations of both organisations, and ensure the reporting on that project.
 

Key Activities

The incumbent performs all or a combination of the following duties:

- ensures the overall coherence of the Project work plan in close co-operation with the Council of Europe bodies concerned and in line with
  the requirements expressed by the donor during the negotiation of the Project;
- provides the secretariat of the Advisory Board set up under the Project;
- oversees the selection of the topics for activities to be implemented and of participants and experts to be invited in the light of their political
  relevance and advisability, in co-operation with the Directorate for Political Advice, as appropriate;
- maintains close co-operation with the Office of the Director General of Programmes;
- supervises the performances of the local project team, including the Project manager ;
- carries out the quality control of Project activities and Project documents ;
- carries out the reporting on the Project and its implementation, as required ;
- provides regular analyses of the results and the impact of the Project and proposes adjustments of its contents and improvements of the
  working methods employed, if necessary ;
- establishes and maintain a network of relevant internal and external contacts in the beneficiary countries ;
- maintains on-going contact with the EU officer in charge of the Project in Brussels in order to ensure continued satisfaction with and
  support for the Project ;
- explains and informs about the Project internally and externally and ensure cohesion with other national and international projects and
  activities ;
- ensures the visibility of the programme and dissemination of information (website, studies, publications, presentations) ;
- liaises with the Council of Europe field offices in relevant countries ;
- participates in meetings, conferences, hearings, colloquiums, seminars or visits related to the Project and the activities organised
  thereunder;
- undertakes extensive missions in connection with the above activities ;
- keeps the Project Supervisor (Head of Division) informed on an on-going basis of the progress of the Project as well as of any difficulties or
  risks of difficulties.
