Background

The Council of Europe is a political organisation founded in 1949 in order to promote greater unity between its members. It now numbers 47 member States.  The Organisation’s main aims are to promote democracy, human rights and the rule of law, and to develop common responses to political, social, cultural and legal challenges in its member States.  Since 1989 it has integrated most of the countries of Central and Eastern Europe and supported them in their efforts to implement and consolidate their reforms. The Council of Europe has its permanent headquarters in Strasbourg (France).  By Statute, it has two constituent organs: the Committee of Ministers, composed of the member States’ Ministers for Foreign Affairs, and the Parliamentary Assembly, comprising delegations from the national parliaments.  The Congress of Local and Regional Authorities of Europe represents the entities of local and regional self-government within the member States. The European Court of Human Rights is the judicial body competent to adjudicate complaints brought against a state by individuals, associations or other contracting states on grounds of violation of the European Convention on Human Rights.


Eligibility

- Vision on international affairs: overview and understanding of key Council of Europe policies as concerns standard setting, monitoring and
  technical co-operation and of the inter-linkage between those activities; understanding of the relationship between the work of these sectors
  and the work of the technical cooperation/assistance and monitoring mechanisms on corruption and money laundering.
- Professional and technical competencies:
            - university degree in law (preferably) or economics, political science or finance;
            - knowledge of the mandates, rules and functioning of Council of Europe’s monitoring mechanisms such as GRECO and Moneyval,
              including very good knowledge of European standards, treaty law and soft law on corruption, money laundering, codes of conduct,
              political party financing and ethics;
            - not less than 6 years’ relevant professional experience and two years’ working in an international Organisation(s);
            - experience in matters related to ethics, fighting against corruption, money laundering and economic crime;
            - awareness of the Council of Europe’s past and present co-operation activities in Kosovo* and in the region in the area of
              anti-corruption, good governance, anti money laundering and terrorism financing (AML/CFT);
            - knowledge of the mandates, activities and working methods of the Council of Europe involved in the promotion and protection of
              human rights and the rule of law;
            - strong analytical and conceptual thinking;
            - ICT skills including Excel, PowerPoint; familiarity with overseeing and writing for websites.
- Communication and linguistic skills: good communication and presentation skills; very good knowledge of English in oral and written.
  Knowledge of French and of other European languages, in particular Albanian or/and Serbian, would be an advantage.
- Interpersonal skills: relationship-building and networking; negotiating; diplomacy.

Job Mission

Fixed-term contract: The total length of employment under fixed-term contracts will not exceed five years.
Under the authority of the Head of Action against Crime Department within the Information Society and Action against Crime Directorate, DG I, and in close co-operation with the Head of the Council of Europe Office in Pristina, the position-holder ensures the efficient management of the programme related to the fight against economic crime in Kosovo* within its contractual terms, and in line with Council of Europe regulations, values and principles.
The position holder will be deployed in Pristina, Kosovo and shall be responsible for the successful accomplishment of the project's overall and specific objectives through ensuring, in co-operation with the counterparts and the lead beneficiary institutions, the implementation of the activities agreed upon in the Project’s Description of Action, Workplan and Calendar of Activities as agreed between Council of Europe, the European Union and the beneficiary institutions in Kosovo.


Key Activities

The incumbent performs all or a combination of the following duties:

- ensures day-to-day implementation of the Work Plan in accordance to its calendar and liaison with the counterparts in the beneficiary
  institutions assigned to the project, with the programme management team in Strasbourg, project team in Pristina and with the donor
  organisation;
- informs regularly the Head of the Council of Europe Office about the implementation of the project and co-ordinates his/her work within the
  broader framework of the overall Council of Europe Office action in Kosovo*;
- is part of the project-team in the Council of Europe Office and supports the teams of local and international experts in their daily work;
- plans and manages the allocation of human resources (experts and time) to activities of the project in accordance to its Work plan and
  Calendar and in consultation with the programme management team in Strasbourg;
- ensures proper preparation of each activity, programming and quality of deliverables;
- provides substantive guidance, planning and assistance for each expert team that will be carrying out assessments related to frameworks
  (legal, institutional and operational) aimed at countering of corruption, money laundering and terrorist financing in Kosovo*;
- supervises the work of the project team in the field including the Local Project Officer and the project’s short-long term experts in Kosovo*;
- carries out background studies and research; drafts outlines of substantive assessment reports, briefing notes, speeches, speaking points,
  official correspondence and other written contributions;
- reports on the results achieved, deliverables, additional needs, risks and opportunities, in accordance with Council of Europe regulations and procedures as well as donor and partner requirements;
- regularly liaises and co-ordinates with the European Union Office; exchanges information and co-ordinates with other technical assistance
  providers/international organisations and ensures dissemination of information, assessments and recommendations;
- supports and provides advice to the expert teams on the relevant legal and institutional aspects of the assessments against the environment
  of legal system in Kosovo* based on the GRECO and Moneyval evaluation tools and agreed methodologies for carrying out assessments in
  Kosovo* in line with the project’s contractual terms.
