Background


The OSCE Mission to Skopje is the Organization's longest-serving field mission. In 2001, during a seven-month conflict in the country, the strength of the Mission grew steadily in response to an increased need. Following the internationally-brokered Ohrid Framework Agreement of August that year, which sealed the end of the fighting by ensuring the rights of all in the country, the OSCE took on an enhanced mandate which eventually more than quadrupled the size of the Mission.

General Minimum Requirements


- Excellent physical condition
- Possession of a valid automobile driving license and ability to drive using manual transmission
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements

- University education in law or significant work experience in criminal justice and/or law enforcement (the latter required for police
  corrections officer training)
- Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
- Knowledge of courtroom proceedings and criminal law and procedure
- Knowledge of international legal procedure standards and instruments
- Demonstrable organizational, analytical, communication and interpersonal skills

Level of Professional Competence Requirements

- Education: Advanced degree in a relevant field
- Experience: Minimum 6 years of relevant professional experience

Mission Specific Requirements

Mandatory:
- Significant legal reform experience working with courts, human rights Institutions and governmental bodies
- Significant experience in policy and project development including needs assessment, project/policy design, implementation and monitoring
- Proven management experience
- Ability to operate windows applications, including word processing and e-mail
- Professional fluency in the English language
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different
  gender, and diverse political views, while maintaining impartiality and objectivity
- Cultural sensitivity and judgment
- Flexibility and ability to work under pressure and with limited time frames

Desirable:
- Knowledge of court proceedings and/or administrative proceedings
- Knowledge of the regional political situation of the mission area

Tasks and Responsibilities

- Advises and assists the Chief and the Senior Rule of Law Advisor in designing and developing policy documents and programme activities;
- Conducts research and analyses on international and domestic legislation, prepares technical briefing materials and drafts comments;
- Builds capacity of state and non-state mechanisms to address legislative and institutional challenges;
- Develops and reviews project proposals and project research, facilitates implementation, organisation, management and evaluation of
  projects;
- Organizes and facilitates regular events aimed at exchanging information and enhancing co-operation among interlocutors;
- Facilitates contacts and represents the Mission with representatives of Government, regional and local authorities, embassies, other OSCE
  Missions, international organizations and NGOs;
- Drafts documents and reports for internal and external distribution;
- Supervises and manages the work of 1 international and 9 national staff;
- Performs other duties as assigned.
