OSCE MISSION TO SKOPJE/ POLICE ADVISER

Background

The OSCE Mission to Skopje is the Organization's longest-serving field mission. In 2001, during a seven-month conflict in the country, the strength of the Mission grew steadily in response to an increased need. Following the internationally-brokered Ohrid Framework Agreement of August that year, which sealed the end of the fighting by ensuring the rights of all in the country, the OSCE took on an enhanced mandate which eventually more than quadrupled the size of the Mission.

 

General Minimum Requirements

- Excellent physical condition
- Possession of a valid automobile driving license and ability to drive using manual transmission
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure


Field of Expertise Requirements

- Graduation from a recognized police training school
- Negotiating and interpersonal skills
- Ability to read and utilise maps
- Ability to perform first aid
- Regular, active police service experience
- Very good oral and written English communication skills
- Knowledge of International Police Standards and human rights


Level of Professional Competence Requirements

- Education: Graduation from a recognized police training school
- Experience:Minimum 8 years of regular, active police service experience


Mission Specific Requirements

Mandatory:
- Experience in working for a recognized law enforcement agency with a broad background in policing roles including special profiling on
  Organized Crimes or Criminal Investigations supported by recent practical experience in this area
- Experience in exercising of risk and needs analysis at Organized Crimes sphere, including those applying to cross-border frames
- Experience in initiating, planning, managing and implementing police relevant projects
- Proven coaching, mentoring and mediation skills
- Effective oral and written communication and presentation skills
- Cultural sensitivity and judgment
- Advanced problem solving and decision making skills and able to work on own initiative and with minimum of supervision
- Flexibility and ability to ¿multi-task¿ - working under pressure and within limited time frames
- Ability to establish and maintain effective working relations with people of different national and cultural backgrounds, different gender and
  diverse political views, while maintaining impartiality and objectivity
- Ability to operate Windows applications, including word processing, e-mail, and presentation software (e.g. PowerPoint)

Desirable:
- Previous work experience with an international organization and/or experience in field missions within the reform of police and democratic
  policing
- Previous work experience in Balkan countries in general and in FYRoM, in particular


Tasks and Responsibilities

- Provides recommendations to the Mission's, Department's and Unit's leadership on the analysis, development, implementation of the
  policing programmes/projects in the areas of Organized Crimes and Criminal Investigations;
- Assists the Ministry of Interior and other national counterparts in identifying and analysing the problems / needs / risks in Organized Crimes
  sphere, proposing appropriate initiatives, plans, course of activities to address them;
- Advises and assists the Ministry of Interior and other national counterparts in improving Organized Crimes fighting strategies, policies and
  practices;
- Organizes, facilitates or participates in various meetings or working groups aimed at improving police capacities to address existing
  problems and challenges in Organized Crimes sphere;
- Participates in delivering training, coaching and mentoring to national police trainers on Organized Crimes and Criminal Investigations
  related subjects;
- Assists in the implementation of other police affairs projects and initiatives of the Unit if needed;
- Supervises the work of one national mission member;
- Performs other related duties as required.
