Background
The OSCE Mission in Kosovo was established by the OSCE Permanent Council on 1 July 1999. The Mission is responsible for institution- and democracy-building, and the promotion of human rights and the rule of law. In 1992, the then Conference on Security and Co-operation in Europe (CSCE, now OSCE) deployed the first Missions to Kosovo, Sandzak and Vojvodina in the former Federal Republic of Yugoslavia. Their mandate was not renewed the following year. From October 1998 to March 1999, the Kosovo Verification Mission (KVM), the largest and most challenging OSCE operation up to that date, was deployed to verify the Federal Republic of Yugoslavia's compliance with UN Security Council Resolutions 1160 and 1199. The purpose of the KVM was to verify the ceasefire, monitor movement of forces, and promote human rights and democracy-building. When the security situation deteriorated in Kosovo in March 1999, the KVM was withdrawn. It ceased to exist on 9 June when the Permanent Council established a transitional OSCE Task Force for Kosovo. The current Mission in Kosovo was set up in July 1999.
General Minimum Requirements
- Excellent physical condition
- Possession of a valid automobile driving license and ability to drive using manual transmission
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
- University education in political sciences, international relations, public policy, law, international human rights law or other human rights
related fields
- Experience working with human rights, minority or gender issues
- Demonstrable organizational, analytical, communication and interpersonal skills
- Experience in drafting reports
Level of Professional Competence Requirements
- Education: Advanced education/certified training course in a relevant field desirable
- Experience: Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the
management level relevant to the actual position
Mission Specific Requirements
Mandatory:
- Advanced university degree in human rights or equivalent professional experience
- International field work experience in monitoring, reporting and policy-making in the area of human rights
- Knowledge of the internal functioning of law enforcement agencies (police)
- Appreciation of human rights aspects of police work (policy and procedure)
- Knowledge of European and international human rights law and conventions
- Experience in drafting and editing legal documents and institutional reports
- Management and supervisory experience
- Professional fluency in the English language
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different
gender, and diverse political views, while maintaining impartiality and objectivity
- Demonstrated cultural sensitivity and judgment to local conditions and communities
- Flexibility and ability to work under pressure and with limited time frames
- Ability to operate windows applications, including word processing and e-mail
Desirable:
- Experience in police reform, developing monitoring programmes and/or transitional justice
- Knowledge of the regional political situation and the legal system of the mission area
- Previous international work experience and/or experience in field mission
Tasks and Responsibilities
- Is responsible for reporting on systemic human rights concerns or violations observed in the police. These concerns are issued in reports to
relevant or interested parties, especially local and international police;
- Develops and implements central and regional OSCE policies on security related matters in co-operation with the relevant security actors;
- Supervises 17 staff of the Security Monitoring Section, including international and local staff members;
- Reviews and analyses proposed legislation and applicable security and procedural law in light of human rights instruments;
- Conducts activities for the promotion and protection of security rights;
- Drafts thematic and performance reports;
- Designs and co-ordinates human rights monitoring programmes and tasks;
- Conducts activities aimed at implementing recommendations and programmes with security forces;
- Performs any other duties as required.
