Background

The Swedish Civil Contingencies Agency (MSB) seeks communicative and flexible WASH- experts interested in the opportunity to be deployed by the MSB to various parts of the world. As a member of the MSB’s field staff roster the MSB will contact you, normally by e-mail, with a request for a mission, stating the conditions in the message. The conditions may vary depending on the local settings; however, the MSB will pay for salary, insurances, travel costs, accommodation, visa and subsistence allowance during the mission.

The Swedish Civil Contingencies Agency (MSB) is a Swedish governmental agency with the task to enhance and support societal capacities for preparedness for and prevention of emergencies and crises, national as well as international. When one does occur, we support the stakeholders involved by taking the right measures to control the situation.

The MSB's international operations are always initiated by a request. If the request is answered positively an operation is tailored to the current needs. Issues such as gender and environment are taken into account, and have in recent years gained greater priority. The MSB needs you if you feel a strong commitment toward your fellow man, and you want to develop your knowledge and contribute with it to helping the victims of armed conflicts and disasters.

The WASH area includes secondments of WASH Officers, WASH Cluster Coordinators and WASH expertise for early recovery and contingency planning. The areas of expertise they operate in are, for example, development of sanitation facilities in camps and coordinating information about water and sanitation issues.


Eligibility

- Experience: At least four years’ work experience within the field of engineering, environment, humanitarian assistance or public health.
- Education: Bachelor’s degree in engineering or health medical care.
- Languages: Fluent English is mandatory, both spoken and written. Knowledge of French or any other official UN languages is an asset.
- Candidates must be interested in and available for missions longer than 3 months.
- Candidates must be physically capable and medically fit to work and travel and will be required to undergo a pre-employment medical
  examination by a licensed physician before being contracted. 
- Candidates under serious consideration must inform their employers of their potential assignment with the MSB and obtain a written
  agreement in which the employer confirms his/her intention of releasing the candidate on short notice upon request from the MSB.         

Profile

We are looking for men and women with a strong commitment towards humanitarian relief and disaster operations. It is of utmost priority that candidates understand, respect and act in the spirit of the mandate and core values of the MSB. The candidate must possess a high level of professional and personal maturity together with an ability to establish and maintain effective working relationships with colleagues, managers and external partners. Candidates must be able to interact with sensitivity and display respect for diversity and gender in multi-cultural environments. A capacity for working under pressure is essential, as work is often in difficult and demanding conditions, where the focus frequently shifts due to changes in priority. The candidate is expected to have excellent analytical and communicative skills, show initiative and take both a hands-on and an analytical approach to tasks and problems. 

Tasks and duties

- Assess the overall WASH situation (hygiene, environment, technical status of water delivery and sewage).
- Assess capacity of partners and provide technical support and advice.
- Coordinate response with Government, UN agencies and NGOs.
- Act as a focal point on WASH issues and liaise with UN agencies, governmental and non-governmental counterparts.
- Advise the program staff and managers on the strategic development of WASH.
- Provide training.
- Review performance, monitor development and evaluate approaches adopted by partners in WASH, then formulate appropriate designs and
  corrective measures as deemed necessary.
- Coordinate delivery of WASH services to beneficiaries.
- Contribute to the budgeting process and input to the financial management of the program.
- Contribute to the planning of the early recovery and rebuilding of the water delivery system and sewage system.
- Contribute to furthering the development of hygienically, functional and circuit designed water and sewage solutions.
- Contribute to the planning of institutionalized resources for the control and development of water delivery.

The length for international missions with MSB can vary widely, although most missions runs from 3-6 months. If you are on a mission for more than four months, the MSB will often offer home leave travel to your place of residence during your annual leave.
