Background
Over the past years, UN Women has provided support to national and local stakeholders in strengthening democratic governance and advancing women’s rights through initiatives aimed at mainstreaming gender in policy planning and budgeting. Gender Responsive Budgeting (GRB) has been identified as important tool for advancing gender equality in key national policy documents on social inclusion and gender equality in Albania, Bosnia and Herzegovina (BiH) and Macedonia.In Macedonia, the Law on Equal opportunities between women and men (2012), Article 11 (3) obliges state authorities in the framework of their strategic plans and budgets to incorporate the principle of equal opportunities of women and men; to follow the effects and impact of their programs on women and men and report in the framework of their annual reports. The Government Strategy for incorporation of GRB 2012-2017 on the other hand obliges line Ministries to select programs for gender budget analysis and produce recommendations and indicators to improve their gender responsiveness.


Duties and Responsibilities
Working under the supervision of the UN Women National Project Coordinator on GRB in FYR Macedonia and the International Expert, the National consulatnt will be responsible for the following:
1) Consulting available research and project documents and reports provide an overview on the socio-economic position on rural women in Macedonia;
2) Conduct gender responsive analysis of the NPRD programming process including process of programing of the new call for proposals for the IPARD funds and subsidy schemes;
3) Conduct gender responsive analysis of the NPRD, IPARD and subsidy scheme (2009-2011) using format for the analysis provided by the international expert;
4) In cooperation with the international expert develop recommendations on how to increase the gender responsiveness of NPRD, IPARD and subsidy schemes;
5) Deliver training session on GRB methods and tools for civil servants working with the NPRD, IPARD and direct payments;
6) Present the findings of the analysis to high-level officials of the MAFWM and at a roundtable organised by MAFWM and UN Women on the occassion of International Day of Rural Women on the 17 October 2013.

Required Skills and Experience
- Advanced degree in economics, international law, development studies, and/or gender studies and/or international relations, or similar. Masters or PhD would be an advantage.

Experience
 - A minimum of 7 years of relevant professional experience;
- Recognised expertise and experience in GRB, gender mainsteaming, public policy, rural development or similar fields; 
- Experience in producing substantive gender analysis and assessments of public policies and programs for Governments and/or International organisations;Knowledge of relevant government policies, status of women and gender equality would be an asset;
- Ability to work in a team and independently;
- Strong analytical, writing and communication skills in Macedonian and English;
- Good computer skills in Windows environment, knowledge of internet communications and command of MS Office applications (Power Point, Word, Excel).
