CONSULTANT FOR DEVELOPMENT OF COSTED HUMAN RESOURCE PLAN FOR NATIONAL TUBERCULOSIS PROGRAMMES SPECIFIC FOR BOSNIA AND HERZEGOVINA

Background

UNDP is Primary Recipient of the project “Strengthening of DOTS Strategy and Improving National Tuberculosis Programme, Including Multidrug Resistant and Infection Control, in Bosnia and Herzegovina”. This project is a continuation and further development of ongoing activities initiated under Round 6 TB project and is also aligned with general objectives of strengthening the governance and co-ordination of health systems in BIH, and in support to systems’ orientation and focus towards ongoing primary health care/family medicine development and reform efforts in BIH.

Required Skills and Experience
Education:
- Advanced degree in Economy or Medicine (Health economics);
Experience:
- At least 7 years of experience in health economics, health management, proven expertise in developing of Human Resources Plans, budgeting, costing of action plans, assessments and analysis in the area of human resources;
- Proven knowledge in gender sensitive Human Resources plans development;
- Proven experience in Tuberculosis or health related topics in BiH;
- Excellent knowledge of issues related to health,
- References and publications on topics relevant for consultant's tasks would be considered as an additional asset;
- Previous experience in health economics budgeting, human resources segments and document reviews;
- Previous experience working in BiH health sector and knowledge of national health system structure
Language Requirements:
- Proficiency in local language. English language will be considered as advantage.
Individual consultants will be evaluated based on the Cumulative analysis. The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
- Responsive/compliant/acceptable, and
- Having received the highest score out of a pre-determined set of weighted technical (70%) and financial (30%) criteria specific to the solicitation.

- Brief narration on why do you consider yourself the most suitable for this consultancy;
- Brief methodology on how you plan to approach and conduct the envisaged work;

- Financial proposal indicating your consultancy fee as a lump sum (including travel expenses within BiH and all other applicable fees and costs related to the nature and complexity of the assignment).
