EUROPEAID/132003/L/ACT/XK RESEARCH CAPACITY DEVELOPMENT IN KOSOVO

Short introduction to the programme?                                                  Max.Grant: EUR 250.000

The global objective of this Call for Proposal is to strengthen research and innovation capacity in support of the socio-economic development in Kosovo. This project will contribute to the upgrading of research capacity in Kosovo by supporting the research universities and public and private research institutes in Kosovo and developing their partnership with European research institutes in the framework of applied and policy relevant research, relevant to Kosovo.
The overall objective of this programme is to strengthen research and innovation in Kosovo based on the existing capacities in the Universities as well as the public and private research institutions to benefit the further economic and social development of Kosovo and of Europe.
This Research programme is in keeping with the strategic objectives of the EU. The multi Annual Indicative Programme 2008-2010 gives reference to the importance of training of scientists and the need to improve Kosovo's research capacity linked to the quality development in education and training systems in the line with European standards.
The Medium- Term Expenditure Framework (MTEF) 2010-2012 emphasis research and its importance to the economy and social development of Kosovo in a number of areas, including scientific research and environment.

Size of grants

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:

     - minimum amount: EUR 150.000
     - maximum amount: EUR 250.000

A grant may not be for less than 65% of total estimated eligible costs of the action. No grant may exceed 95% of the total eligible costs of the action.

Eligibility

In order to be eligible for a grant, applicants must:

     - be a legal person and
     - be research organization in Kosovo (including universities involved in research) in partnership with European research institutions
     - be nationals of a Member State of the European Union or countries covered by article 19 IPA regulation and
     - be directly responsible for the preparation and management of the action with partners, not acting as an intermediary
