Eligibility


- University degree Social Science, Education, Political_ Science, Business Administration, International Relations
- At least 4 years of professional experience in the field of Higher Education and/or working with youth in an international development
  context for policy, planning and strategy implementation, an building capacity thereto
- Established ability to analyze and interpret data and to present findings and conclusions n a form suitable for use by governmental and
  non-governmental organizations
- Demonstrated experience in project management and preparation of analytical reports with higher education institutions and/or youth
  assistance programmes funded by international donors in the education sector
- Experience as a mediator, negotiatidn advisor and trainer an asset
- Computer literate with practical experience with Microsoft applications
- Excellent written and oral communication skills in English, and in local languages
- Ability to work with people of different nationalities, religions and cultural backgrounds
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities
- Holding a valid driving licence.


Tasks and responsibilities


Assists and advises the leadership of the University in Mitrovica (UM) on the comprehensive achievement of all Bologna action lines. In particular, the National Programme Officer:
- advices on the further development, implementation, monitoring and assessment of the University student support services, particularly in
  relation to the Careers’ Center,  the Students’ Union, the International Mobility Office (IOM), and the University Clubs and Societies;
- advices on developing an action plan and establishing mechanisms to ensure the long-term financial sustainability of the UM Student
  Campus Life programs and services;
- Provides capacity building training and on-the-job coaching to student affairs officers and campus life administrators with the view to
  increasing access to campus resources while ensuring consistent, high quality service delivery;
- Liaises with the Senior Management of the University in Mitrovica such as the Rector, Pro-Rectors for International Relations and Student
  Affairs, Director of the Students’ Center, Students’ Union and students’ representatives as well as all other relevant education stakeholders
  and external partners to share information on project activities, best practices and explore possibilities of cooperation;
- Summarizes the outcome of such discussions and activities; circulates reports to interested individuals and to colleagues in the regional
  centres, in particular those at the OSCE Regional Centre in Mitrovicë/Mitrovica for information and consideration of concerns voiced and
  for inclusion into their project activities or reports;
- Under the guidance of the supervisor, performs research on substantive topics (such as educational, social, and cultural issues especially on
  issues pertaining to students of the University) to be discussed at meetings; compiles policy narrative reports/papers and liaise with
  international stakeholders in the area of higher education.

Designs, implements, monitors and evaluates projects in support to youth organizations/groups and public higher education providers. In particular, the National Programme Officer:

- Consults with the Senior Management of the University in Mitrovica and relevant stakeholders for youth education and employment to
  discuss and agree on project proposals as well as share information on implementation performance and results;
- Closely coordinates activities that would require field trips outside OMIK organizational headquarter in close cooperation with project staff
  members;
- Monitors over the implementation of activities to effectively address any issues that may arise during the project timeframe and amend the
  project if necessary;
- Provides regular written and verbal feedback, in particular written weekly inputs on programmatic developments in the area of higher
  education and youth as well as on the implementation of project activities, progress reports during the implementation phase of the
  project(s) and final evaluation reports in accordance with OMIK guidelines;
- Controls funds allocated to programme/project activities and takes steps to obtain additional extra-budgetary funds (from international
  NGOs established in Kosovo or from international organisations).

Assists and advices relevant youth support institutions to help increase access to life-long learning opportunities for vulnerable groups. In particular, the National Programme Officer:
- Assists and advices non-governmental organizations, cultural centres and social groups to strengthen the empowerment of vulnerable
  groups “not in education, employment or training” (NEET), in particular non-majority community groups in disadvantaged areas through
  the development of informal learning training programs and the promotion of the arts as a way of social and cultural integration;
- Liaises with all relevant youth stakeholders to share information on project activities, best practices and help establish cooperation
  mechanisms with local, regional and international partners;
- Participates in needs assessment through interviews with leaders and members of youth institutions and organizations and discussions with
  members of youth focus groups; writes reports and submits project proposals based on such interviews/discussions or, jointly with
  the supervisor, evaluates project proposals and submits them to the MI RC and/or HQ Department staff for approval and funding.

Performs other duties as assigned.
