Background

UNDP is the UN system’s provider of electoral assistance. UNDP provides support to countries to develop electoral laws, processes and institutions that strengthen inclusive participation and professional electoral administration. Elections are about much more than what happens on election day. Support includes the conceptual and programming guidance to the UN and national stakeholders alike in using an electoral cycle approach that grounds electoral administration and assistance in democratic governance. UNDP offers strategic assistance throughout the Electoral Cycle, from support in designing more effective systems, to mechanisms to address disputes after the votes are counted. Ultimately, UNDP assistance aims to ensure that elections are credible and fully owned nationally; increase awareness of the role of elections as part of a broader democratic governance framework and as a vital means to safeguard human rights, exercise choice and express opinions. To advance these goals, UNDP helps countries around the world acquire the necessary skills to organize elections that enjoy the confidence of electoral stakeholders.


Eligibility

Education

- University degree in political science, social science, law, economics, international relations, public administration or a related subject.

Experience

- A minimum of ten (10) years of relevant experience in analytical and practical work in one or preferably more of the following areas:
  electoral processes, electoral assistance, electoral observation, management and coordination of support to electoral management bodies,
  elections management and coordination, institutional analysis and design, development planning, programme design and implementation,
  monitoring and evaluation of development programmes; experience in working with the ACE Electoral Knowledge Network an advantage;
- At least five years of field experience, preferably managing electoral support projects is required; experience managing global projects with
  multiple partners an advantage;
- Good general knowledge of current issues of political reform and democratisation as well as specific challenges in the international election
  arena, such as election observation, best practice, technical assistance and capacity development, etc.

Language Requirements

- Excellent command of English. Knowledge of any other of the official UN languages an asset.

Computer skills

- Excellent knowledge of Microsoft Office package (including Excel). 
- Knowledge of Internet-based communication, research and knowledge dissemination mechanisms is essential.
- Knowledge of Project Management Tools.
