Background
UNDP recently launched a Guidance Note on Institutional and Context Analysis (ICA). ICA is a political economy analysis methodology suitable to UNDP and its mandate as a multilateral inter-governmental organization. The approach focuses on political and institutional factors as well as processes concerning the use of national and external resources in a given setting, and how these have an impact on the implementation of UNDP programmes and policy advice. The assumptions and questions in ICA are similar to those that underpin political economy analyses, which usually examine the interaction of politics and resources. ICA intends to expand this focus by also including the role of religion, gender relations, informal institutions and the influence of external factors amongst others.
Eligibilty
Education
- Advanced University Degree (Masters) in Political Science, Law, International Relations, Development Studies or related field.
Experience
- Minimum 15 years relevant work experience, with minimum 10 years of experience in carrying out assignments of an analytical nature at
the international level;
- Excellent technical knowledge of the field of electoral assistance, as well as a general knowledge of cross-cutting democratic governance
issues that are often addressed through electoral cycle or deepening democracy programmes;
- Demonstrated experience in writing user-friendly communication material (e.g., books, articles, research papers, toolkits, guides,
methodologies, analytical documents, policy papers and notes, project and programme documents, baseline studies, desk reviews,
comparative studies) with development and/or electoral content;
- Experience in use of political economy analysis and applying qualitative and quantitative methods of social research an asset;
- Consultant should have experience from UN/UNDP electoral assistance, and be familiar with the particular needs and challenges in the
field.
- Experience working for the United Nations, and knowledge of UNDP Programme cycle, modalities and tools an asset;
- Experience in working with virtual teams based in different locations is an asset;
- Computer proficiency, including working knowledge of MS Office products (Word, Excel, Powerpoint).
Language Requirements
- Fluency in English.
